经济新区发展中政府效能研究

【摘要】：经济新区的出现和发展绝非偶然,区域经济的发展规律表明,功能新区以其政策和功能优势,将成为现代工业产业的聚集地,而产业聚集的必然趋势是城市化的步伐加快。近年来,地方性经济新区层出不穷并获得快速发展,这一方面彰显了政府在开发管理新区方面的独特作用,充分体现出政府效能在经济新区建设过程中的重要性。但另一方面,由于经济新区建设是新生事物,政府在管理经济新区建设的理念、决策、服务等方面存在缺位、失衡、效率低下等问题,本文从行政管理学角度出发,以政府效能的理论分析为基础,分析我国现阶段经济新区政府效能存在的问题及原因。以青岛市西海岸经济新区政府效能完善为例,探索完善经济新区政府效能的有效途径,以期对经济新区政府效能的完善提供可行性政策建议。本文研究的主要内容是：首先揭示本文选题的背景,阐明研究的目的与意义、研究文献综述、研究方法及创新点；然后阐述经济新区与政府效能的概念,并对理论基础进行阐释；继而对经济新区发展过程中政府效能现状及发展趋势进行分析,并揭示经济新区发展中政府效能存在问题及其原因；进而以青岛西海岸经济新区建设为例,总结西海岸经济新区建设过程中政府效能发挥的现状及经验；最后提出经济新区建设中政府效能完善的途径,通过这些对策思路推动经济新区经济的发展,带动地方经济和社会建设的全面发展,对推进政府效能作出进一步的探索与思考。本文以青岛西海岸经济新区为案例,解剖分析了青岛西海岸经济新区在实现管理转型、创新新区管理体制机制、简政放权、整合相关利益、实施公务员聘任制度等方面的经验做法,研究了其政府管理效能的缺失与成功,从而提供可资借鉴之经验。本文把政府效能同经济新区发展结合起来,从理论上阐释了经济新区发展与政府效能关系的基本观点：经济新区发展是市场经济的产物,没有市场经济体制就不会有今天的经济新区模式和形态；经济新区又是政府行为的结果,经济新区的发展催生了精简高效的服务型政府管理模式,这种模式对今后我国政府工作改革将具有重要参考价值。
[Abstract]:The emergence and development of new economic zones is no accident. The law of regional economic development shows that functional new areas, with their policy and functional advantages, will become a gathering place for modern industrial industries, and the inevitable trend of industrial agglomeration is to accelerate the pace of urbanization. In recent years, new local economic areas have emerged in endlessly and developed rapidly, which on the one hand highlights the unique role of the government in the development and management of new areas, and fully reflects the importance of government efficiency in the process of building new economic zones. But on the other hand, because the new economic district construction is a new thing, the government in the management of the economic new area construction concept, decision-making, service and other aspects of the absence, imbalance, low efficiency and other issues, this article from the perspective of administrative management, Based on the theoretical analysis of government effectiveness, this paper analyzes the problems and causes of the government effectiveness in the new economic areas of our country at the present stage. Taking the improvement of the government efficiency of the new economic district of the west coast of Qingdao as an example, this paper explores the effective ways to perfect the efficiency of the government of the new economic district, in order to provide feasible policy suggestions for the improvement of the government efficiency of the new economic district. The main contents of this paper are as follows: first, the background of this paper is revealed, the purpose and significance of the research, the literature review, research methods and innovation points, and then the concept of economic new area and government effectiveness are expounded. Then it analyzes the present situation and development trend of the government efficiency in the development of the new economic district, and reveals the problems and causes of the government effectiveness in the development of the new economic district. Then taking the construction of Qingdao West Coast Economic New area as an example, the paper summarizes the present situation and experience of the government efficiency in the process of constructing the West Coast Economic New area, and finally puts forward the ways to improve the government efficiency in the construction of the New Economic Zone. Through these countermeasures to promote the economic development of the new economic district, to promote the overall development of local economy and social construction, to promote the effectiveness of the government to make further exploration and thinking. Taking Qingdao West Coast Economic New area as a case study, this paper analyzes how Qingdao West Coast Economic New area realizes management transformation, innovates management system mechanism, simplifies administration decentralization, and integrates relevant interests. This paper studies the lack and success of the government management efficiency in the implementation of the civil servant appointment system, thus providing the experience for reference. This paper combines the government efficiency with the development of the new economic district, and explains theoretically the basic viewpoint of the relationship between the development of the new economic district and the efficiency of the government: the development of the new economic district is the product of the market economy. Without a market economy system, there would not be the pattern and form of today's new economic district, which is the result of the government's behavior. The development of the new economic district has given birth to a streamlined and efficient service-oriented government management model. This model will have important reference value to our country government work reform in the future.
