【摘要】：随着全球经济联系的进一步加深，，不同经济发展水平区域之间的产业转移已然成为一种重要的经济现象。产业转移是一个国家或地区的一些产业由于要素禀赋或市场条件发生了变化而向其他国家或地区转移的过程，经济发展的差距导致了产业在国际之间、区域之间的转移更加频繁。20世纪以来世界经济已经经历了三次国际产业转移的浪潮，在这三次浪潮中，很多国家抓住了机遇实现了本国产业结构的升级和经济的腾飞。我国的产业转移现象出现较晚，改革开放30多年以来，我国经济高速地增长，东南沿海地区得到了飞速的发展，但是东中西部的发展却存在明显差异。由于东部近几年产业拥挤、劳动力成本提高等问题随之而来，同时，“中部塌陷”问题也已经上升为国家问题，在这样的形势下，“腾笼换鸟”策略应运而生，目的在于将一些丧失比较优势的劳动密集型产业及相关产业转移到中西部去，这就为中西部的发展创造了机遇。那么如何积极利用产业转移、发挥中部“承东”作用，实现中部崛起；如何通过有效地承接产业转移实现区域产业结构的调整和升级成为了关系国家兴衰成败的关键性策略之一。衡阳作为中部省份湖南的承接产业转移示范区城市之一，具有特色鲜明的政治、经济、自然优势。近几年衡阳致力于发展经济，承接产业转移势头强劲，那么研究影响衡阳市承接产业转移能力的因素，并对这些因素进行综合评价，从而对于衡阳市积极发挥其优势更好地提高承接产业转移效率具有重要意义。本文以衡阳承接产业转移为研究对象，对相关概念、理论基础以及国内外研究文献进行回顾与梳理，同时借鉴了国内外承接产业转移的经验，根据理论和实践，分析了影响衡阳承接产业转移能力的因素，再根据这些因素建立了承接能力评价指标体系，对衡阳承接产业转移能力的现状进行分析，并选取了周边发展条件类似的城市作为对比，运用主成分分析法对各指标数据进行评价，得出了包括衡阳在内的9个城市关于产业承接能力的排名，衡阳处于中等偏下的地位；文章最后从宏观、中观、微观角度分析了制约衡阳承接产业转移能力发挥的因素，并针对这些问题提出了改进措施以及将来的发展路径。
[Abstract]:With the deepening of global economic ties, industrial transfer between regions with different levels of economic development has become an important economic phenomenon. Industrial transfer is a process in which some industries of a country or region are transferred to other countries or regions because of changes in factor endowments or market conditions. Since the 20th century, the world economy has experienced three waves of international industrial transfer. In these three waves, many countries have seized the opportunity to realize the upgrading of their industrial structure and economic takeoff. Since the reform and opening up for more than 30 years, the economy of our country has been growing at a high speed, and the southeast coastal region has been developing rapidly, but the development of the east, west and west regions is obviously different. Due to the industrial congestion in eastern China in recent years and the rising labor costs, the problem of "central collapse" has also become a national problem. In such a situation, the strategy of "fencing and changing birds" has emerged as the times require. The purpose is to transfer some labor-intensive industries and related industries that lose their comparative advantage to the central and western regions, which creates opportunities for the development of the central and western regions. So how to make active use of industrial transfer, play the role of "east" in the central region, and realize the rise of the central region; How to realize the adjustment and upgrading of the regional industrial structure through the effective undertaking of industrial transfer has become one of the key strategies related to the success or failure of the country. Hengyang, as one of the cities in the central province of Hunan to undertake industrial transfer, has distinctive political, economic and natural advantages. In recent years, Hengyang has devoted itself to the development of the economy, and the momentum of undertaking industrial transfer has been strong. So, the factors affecting Hengyang's ability to undertake industrial transfer are studied, and these factors are comprehensively evaluated. Therefore, it is of great significance for Hengyang City to give full play to its advantages and improve the efficiency of undertaking industrial transfer. This article regards Hengyang to undertake the industry transfer as the research object, reviews and combs the related concept, the theory foundation and the domestic and foreign research literature, at the same time has used for reference the domestic and foreign undertaking industry transfer experience, according to the theory and the practice, Based on the analysis of the factors affecting Hengyang's ability to undertake industrial transfer, the evaluation index system of undertaking ability is established, and the present situation of Hengyang's ability to undertake industrial transfer is analyzed. And selected similar development conditions around the city as a comparison, using the principal component analysis method to evaluate the index data, including Hengyang, including 9 cities on the industrial acceptance capacity ranking, Hengyang in the middle of the position; Finally, the paper analyzes the factors restricting Hengyang's ability to undertake industrial transfer from the macro, meso and micro angles, and puts forward the improvement measures and the future development path in view of these problems.
