七台河县域城乡统筹发展研究

【摘要】：伴随着改革开放的逐步深入，我国的城乡二元经济结构日趋明显，城乡经济割裂式的发展成为影响我国经济的政策征程运作的主要障碍，也成为了解决“三农”问题的瓶颈，在这种趋势下，党的十八大又进一步的强调城乡统筹的发展的重要性，通过城乡互动的模式来实现城乡同步统筹的方向。基于此，通过国内外城乡统筹发展的研究经验，得出启示和思考以此为指导，深入研究了七台河地区县域经济社会发展现状，对七台河县域城乡统筹发展揭示了存在的问题及原因，并有针对性的提出七台河县域城乡统筹发展的对策建议。具体研究内容如下：第一部分，绪论。第二部分对城乡统筹的相关概念进行了界定。并分别对县域城乡统筹和必要性做了相关阐述，县域城乡统筹的具有，强化公共服务、多种经济政策合力、土地资源集约利用、以民生改善为根本上来面对造成我国城乡统筹发展失衡的原因进行系统的分析和总结，为未来的实证研究打好理论基础。第三部分，国内外城乡统筹的经验及启示。是在参考国内外研究成果的基础上，对德国、荷兰、苏南和成都城乡统筹的经验、启示做出分析，得出国内外城乡统筹的思考为坚持加快经济发展不动摇，，注重科学发展，打破“诸侯规划”，区分规划的层次，注重规划的政策性与灵活性的统一。第四部分，七台河县域城乡统筹过发展的现状。七台河地区县域经济发展现状和城乡统筹两个解读揭示现状。第五部分，存在的问题及原因分析。第六部分，对策建议。从县域特色资源上实现统筹出发，将以工促农作为着手点，依托煤炭资源来实现县域工业化的统筹，促进县域产业集群的园区统筹建设发展，加强县域产业及链条的规划性建设，在一定的时代背景中，积极的拓展城乡互动发展的机制，加强县域城镇的规划建设，加快城镇扩容提质，推进城镇基础设施的改造工作，以提升农业基础设施建设力度为基础。大力发展现代农业产业化水平，拓展相关农业项目，把创新农业生产经营体制机制作为有效措施，最后得出结论。
[Abstract]:With the deepening of reform and opening up, the dual economic structure of urban and rural areas is becoming more and more obvious. The development of urban and rural economy has become the main obstacle to the operation of policy journey, and has become the bottleneck to solve the problems of "agriculture, countryside and farmers". In this trend, the 18th National Congress of the Party further stressed the importance of urban-rural development, through the model of urban-rural interaction to achieve the direction of urban-rural coordination. Based on this, through the domestic and foreign urban and rural overall development research experience, draw inspiration and thinking as a guide, in-depth study of the Qitaihe county economic and social development situation, This paper reveals the existing problems and causes of the overall development of Qitaihe County and puts forward the countermeasures and suggestions for the overall development of Qitaihe County. The specific research contents are as follows: the first part, introduction. The second part defines the concept of urban and rural planning. And has made the related elaboration to the county area urban-rural overall planning and the necessity separately, the county area urban-rural overall planning has, strengthens the public service, the various economic policy resultant forces, the land resources intensive utilization, Based on the improvement of people's livelihood, this paper analyzes and summarizes systematically the causes of the imbalance between urban and rural development in China, and lays a good theoretical foundation for the future empirical research. The third part, the domestic and foreign urban and rural planning experience and inspiration. On the basis of reference to domestic and foreign research results, this paper analyzes the experience and enlightenment of urban and rural planning in Germany, the Netherlands, southern Jiangsu and Chengdu, and draws the conclusion that the thinking of urban and rural planning at home and abroad is to persist in accelerating economic development and pay attention to scientific development. Break down the "princes' planning", distinguish the level of planning, pay attention to the unity of policy and flexibility of planning. The fourth part, Qitaihe county area urban and rural development as a whole. Qitaihe County economy development and urban and rural integration of two interpretations revealed the current situation. The fifth part, the existing problem and the reason analysis. The sixth part, countermeasures and suggestions. Starting from the overall planning of the characteristic resources in the county area, we will take the industry and promote agriculture as the starting point, rely on the coal resources to realize the overall planning of the industrialization of the county region, and promote the overall construction and development of the industrial clusters in the county area. To strengthen the planning construction of county industries and chains, to actively expand the mechanism of urban-rural interactive development in a certain background of the times, to strengthen the planning and construction of county cities and towns, to speed up the expansion and quality of cities and towns, and to promote the reconstruction of urban infrastructure.
