四川省农村劳动力就业模式与产业结构关系研究

【摘要】:经济和社会发展的经验表明,除了经济增长速度外,在既定的经济总量下,产业结构是决定就业模式的重要参数,对扩大就业容量有十分重要的影响,即产业结构是影响劳动力就业的重要因素。因此,我们应把握产业结构变化对就业影响的趋势,并顺应其发展规律,运用经济政策对产业结构做出适时的调整,以最大限度地提高全社会的就业水平,从而促进充分就业目标的实现。 本文根据产业结构的演进规律理论与产业结构演变中劳动力就业转化理论,从宏观的角度分析了产业结构与农村劳动力就业模式的关系,并从产业结构调整、就业政策以社会保障方面,为解决四川地区农村劳动力就业问题提出相关建议。具体分为以下四个方面: 首先,本文对四川省农村劳动力就业模式历史演变相关文献进行了整理与归纳,得出就业模式历史演变是由自然就业模式与计划经济体制下的就业模式向市场经济体制下的多元化就业模式转变。然后对四川省农村劳动力就业现状进行描述性分析,本文认为四川省农村劳动力就业模式符合历史演变规律,是由自然就业模式向非农就业模式转变。 其次,本文对四川省产业结构演变趋势进行分析。四川地区产业结构的演变符合发展中国家与地区产业结构转变的基本规律,即第一产业比重逐步下降,第三产业比重不断上升,由“一二三”的产业结构形式转变为“二三一”的形式。 再次,本文基于四川省1990-2011年的统计年鉴数据,对四川省产业结构与农村劳动力就业模式关系进行实证分析。得出四川省产业结构与农村劳动力就业模式关系,即农业对农村劳动力就业有“挤出”效应,第二产业中的劳动密集型产业对非农就业模式形成促进作用大,第三产业吸纳农村劳动力能力强,但发展潜力大,四川农村劳动力非农就业模式的转变带动工业、建筑业与第三产业发展。 最后,本文根据研究结论提出两个方面政策建议。产业结构调整方面,增加对第一产业科学技术投入,促进农村劳动力就业模式的非农转化;继续保持建筑业高就业吸纳力,挖掘制造业吸收农村劳动力的潜力;大力发展第三产业,将其拓展为农村劳动力就业主渠道。就业政策支持与社会保障措施方面,放宽就业政策,深化户籍制度改革;加大对农村劳动力就业培训投入。
[Abstract]:Experience in economic and social development has shown that, in addition to the rate of economic growth, industrial structure is an important parameter in determining employment patterns and has a very important impact on the expansion of employment capacity under a given economic aggregate. Namely industrial structure is the important factor that affects labor force employment. Therefore, we should grasp the trend of the influence of industrial structure change on employment, conform to its development law, and apply economic policy to make timely adjustment of industrial structure in order to improve the employment level of the whole society to the maximum extent. So as to promote the realization of the goal of full employment. Based on the theory of the evolution law of industrial structure and the theory of employment transformation of labor force in the evolution of industrial structure, this paper analyzes the relationship between industrial structure and the employment mode of rural labor force from a macro perspective, and adjusts the industrial structure from the perspective of industrial structure. In the aspect of social security, some suggestions are put forward to solve the employment problem of rural labor force in Sichuan. It is divided into the following four aspects: first of all, this paper collates and summarizes the relevant literature on the historical evolution of rural labor force employment model in Sichuan Province. It is concluded that the historical evolution of employment mode is from the natural employment mode and the employment mode under the planned economy system to the diversified employment mode under the market economy system. Then the paper makes a descriptive analysis of the present situation of rural labor force employment in Sichuan Province. This paper holds that the employment mode of rural labor force in Sichuan Province accords with the historical evolution law and is a transformation from natural employment mode to non-agricultural employment mode. Secondly, this paper analyzes the evolution trend of Sichuan industrial structure. The evolution of the industrial structure in Sichuan conforms to the basic law of industrial structure transformation in developing countries and regions, that is, the proportion of the primary industry decreases gradually and the proportion of the tertiary industry increases. From the industrial structure form of "one-two three" to the "two-three one" form. Thirdly, based on the statistical yearbook data of Sichuan Province from 1990 to 2011, this paper makes an empirical analysis on the relationship between the industrial structure of Sichuan Province and the employment pattern of rural labor force. It is concluded that the relationship between the industrial structure of Sichuan Province and the employment pattern of rural labor force is that agriculture has the effect of "crowding out" the employment of rural labor force, and the labor-intensive industries in the secondary industry play a great role in promoting the formation of non-agricultural employment model. The tertiary industry has a strong ability to absorb rural labor force, but the development potential is great. The transformation of non-agricultural employment mode of rural labor force in Sichuan Province leads to the development of industry, construction industry and tertiary industry. Finally, according to the conclusions of the study, this paper puts forward two policy recommendations. In the aspect of industrial structure adjustment, we should increase the input of science and technology to the primary industry, promote the non-agricultural transformation of the employment mode of the rural labor force, and continue to maintain the high employment absorption power of the construction industry and tap the potential of the manufacturing industry to absorb the rural labor force. Vigorously develop the tertiary industry and expand it into the main channel of rural labor employment. In terms of employment policy support and social security measures, we should relax the employment policy, deepen the reform of the household registration system, and increase the input into the employment training of the rural labor force.
