土地出让对经济增长的影响研究

【摘要】:土地出让在我国发展的历史较短,它起源于20世纪80年代末90年代初,是为满足我国市场经济的发展需要而产生的。土地出让对我国经济发展有较大的影响,地方政府一方面将土地出让金纳入地方财政,完善基础设施建设,另一方面地方政府常以提供城市土地为条件,招商引资,吸引资本、劳动力,促进当地经济发展, 为了研究土地出让对经济增长的影响,本文试图建立土地出让对经济增长产生影响的分析框架,进行实证研究。为此,本文主要进行了如下工作:首先,通过文献研究,总结土地出让与经济增长的国内外研究现状,构建土地出让对经济增长影响的分析框架;第二,实证研究土地出让收益对经济增长的影响;第三,实证研究出让的土地要素对经济增长的影响;最后,探讨了土地出让的未来发展方向。 本文的主要结果及结论:(1)土地出让对经济增长的影响主要通过两种方式,一是财政途径即通过地方财政支出来促进地方经济发展,二是土地要素参与市场资源配置,通过市场途径吸引资本及劳动力等要素进入地方市场,,促进经济增长。(2)Granger检验结果显示土地出让金收入对GDP存在单向的显著可信的Granger因果关系,广义脉冲响应和方差分解结果显示,土地出让金对GDP的影响大于GDP对土地出让金的影响。土地出让金对GDP有着显著的单向作用,GDP对土地出让金有较强的依赖性;而经济波动对土地出让金的影响不明显。(3)土地要素增加能够促进经济增长,C-D道格拉斯函数研究结果表明土地要素促进经济增长的效果不如资本和劳动力要素。
[Abstract]:The history of land transfer in China is relatively short. It originated in the late 1980s and early 1990s. It is produced to meet the needs of the development of the market economy in China. Land transfer has a great impact on the economic development of our country. On the one hand, local governments bring land transfer funds into local finance and improve infrastructure construction. On the other hand, local governments often use the provision of urban land as a condition to attract investment and capital. In order to study the impact of land transfer on economic growth, this paper attempts to establish an analytical framework for the impact of land transfer on economic growth and carry out an empirical study. For this reason, this article mainly carries on the following work: first, through the literature research, summarizes the land transfer and the economic growth domestic and foreign research present situation, constructs the land transfer to the economic growth analysis frame; Second, empirical study of the impact of income from land transfer on economic growth; third, empirical study of the factors of land transfer on economic growth; finally, discussed the future development direction of land transfer. The main results and conclusions of this paper are as follows: (1) the impact of land transfer on economic growth is mainly through two ways, one is the fiscal approach to promote local economic development through local fiscal expenditure, the other is the participation of land elements in the allocation of market resources. Through the market approach to attract capital and labor factors into the local market to promote economic growth. (2) the results of Granger test show that land transfer revenue has a one-way significant and credible Granger causality to GDP. The results of generalized impulse response and variance decomposition show that the effect of land transfer gold on GDP is greater than that of GDP on land transfer gold. Land transfer gold has a significant one-way effect on GDP, and GDP has a strong dependence on land transfer gold. But the influence of economic fluctuation on land transfer is not obvious. (3) the increase of land elements can promote economic growth. The results of C-D Douglas function show that the effect of land factors to promote economic growth is not as good as that of capital and labor.
