内蒙古地区可持续发展评价研究

【摘要】：可持续发展的概念已为公众多了解和熟知近四十年的时间,可持续发展的研究也不断向综合性、动态性、多角度、全面化的方向发展。可持续发展的定量化评价一直是研究的重点和热点,主要方法有指标框架法、综合指标或指数法两大类,近年来又增加了模型分析的方法。 相比指标框架法和模型分析法,综合指数法虽然只能反映某一方面的可持续发展问题,数据和范围的覆盖度都有限,但是其指标集中度高,普适性优于指标体系法,操作简单、结果直观,易于进行国家和地区之间的比较。运用综合指标评价法的同时,还要对生态、经济和社会的相关指标做全面的考量。因为社会、经济和人口环境的共同发展是人类社会发展的主要目标,单独评价可持续发展的一个方面,有违于可持续发展的共同性原则,均不能反映出可持续发展能力的全貌。 在本论文的研究中,选择从生态可持续发展、经济可持续发展和社会可持续发展三个方面选择较为成熟的评价指标,分别选择真实进步指标测度内蒙古经济增长中经济福利的状况；选择生态足迹分析现有资源开发和生态环境的不可持续程度；选择基尼系数和人类发展指数表现内蒙古地区社会发展中的公平程度和稳定程度。通过这几个指标的比较分析,对内蒙古地区的可持续发展能力做出评价,得出基本结论：内蒙古地区的经济可持续发展较好,社会可持续发展尚未达到高人类发展水平,生态可持续发展较差,化石能源生产的持续增长是造成生态赤字过高的主要原因。
[Abstract]:The concept of sustainable development has been well understood and well known by the public for nearly forty years, and the research of sustainable development has been developing towards a comprehensive, dynamic, multi-angle and comprehensive direction. The quantitative evaluation of sustainable development has always been the focus and hotspot of research. The main methods include index frame method, comprehensive index method and index method. In recent years, the method of model analysis has been added. Compared with the index framework method and the model analysis method, although the comprehensive index method can only reflect the sustainable development problem in one aspect, the coverage of data and scope is limited, but the index concentration is high, the universality is better than the index system method, and the operation is simple. The results are intuitionistic and easy to compare between countries and regions. The comprehensive index evaluation method should also be applied to the ecological, economic and social indicators. Because the common development of society, economy and population environment is the main goal of human social development, the evaluation of one aspect of sustainable development alone is contrary to the principle of commonality of sustainable development, and can not reflect the whole picture of sustainable development ability. In the research of this paper, we choose the more mature evaluation index from three aspects of ecological sustainable development, economic sustainable development and social sustainable development. Choose the real progress index to measure the economic welfare in Inner Mongolia economic growth; The ecological footprint is chosen to analyze the unsustainability of the existing resources and the ecological environment, and the Gini coefficient and the human development index are chosen to show the degree of equity and stability in the social development of Inner Mongolia. Through the comparative analysis of these indicators, this paper evaluates the ability of sustainable development in Inner Mongolia, and draws the basic conclusion: the sustainable development of economy in Inner Mongolia is better, and the sustainable development of society has not reached the high level of human development. The ecological sustainable development is poor and the sustainable growth of fossil energy production is the main reason for the high ecological deficit.
