善治视角下我国居民收入差距问题研究

【摘要】：二十世纪九十年代以来，西方国家相继掀起了政府治理范式的运动，又称之为“政府再造”工程。其目的在于，构建适应经济全球化和社会信息化的新型政府。这场运动提出的“善治行政”的目标追求，逐渐成为一种国际性浪潮和趋势。它建立在政府与社会、公民的良好合作的基础之上，强调的是自上而下的管理与自下而上的参与相结合，谋求社会公共利益最大化的一种新的社会管理模式。2011年6月3日，《人民日报》发表评论员文章《在良性互动中寻求“善治”》，，表明善治的概念已经逐渐被官方正式接受。 改革开放以来，尤其是党的十四大确立建立社会主义市场经济体制以来，我国政府正在以一种更加开放的心态和积极探索的精神，完善新的政府治理模式。政府善治是构建和谐社会的必要条件，也是我国政府的治理能力所要达到的较高境界。政府善治的目标就是通过不断深化政治、经济体制改革，最终实现共同富裕。而实现共同富裕的关键则是公平分配。对于我国这样一个大国，平均发展是不可能的。经过30多年的改革和发展，我国经济发生了翻天覆地的变化，GDP实现了以平均每年9.8％的速度增长，人民生活总体上已经达到小康水平，正向全面小康目标迈进。尤其是因为先富政策的巨大成功，造就了一批高收入人群。与此同时，地区之间和部分社会成员之间收入差距扩大的问题也日益突出，已经成为困扰我国经济社会发展与稳定的一个现实问题，严重影响到我国社会主义和谐社会的建设，考量着各级政府的执政能力。 本文从政府善治的目标出发，指出我国政府实施善治的现状，明确指出我国在实现善治目标过程中存在的不合理的收入差距拉大问题，对其存在的原因进行深刻分析，提出要从善治的视角下对居民收入差距问题进行综合治理，进一步提出实现共同富裕的关键是更加注重社会公平，构建和谐社会，共享改革发展成果。
[Abstract]:Since 1990's, western countries have set off the movement of government governance paradigm, which is called "government reengineering" project. Its aim is to build a new government that adapts to economic globalization and social informatization. The goal of "good administration" put forward by this movement has gradually become an international tide and trend. It is based on good cooperation between government and society, citizens, and emphasizes a new model of social management that combines top-down management with bottom-up participation to maximize the public interest of society. June 3, 2011, People's Daily published a commentator's article "seeking good Governance in benign interaction", which shows that the concept of good governance has gradually been officially accepted. Since the reform and opening up, especially the establishment of the socialist market economy system at the 14th National Congress of the CPC, our government is perfecting the new government governance model with a more open mind and a spirit of positive exploration. Good government is a necessary condition for the construction of a harmonious society, and is also a higher level of our government's governance ability. The goal of good governance is to achieve common prosperity through deepening political and economic system reform. The key to achieving common prosperity is fair distribution. For such a large country as China, average development is impossible. After more than 30 years of reform and development, China's economy has undergone earth-shaking changes, GDP has achieved an average annual growth rate of 9.8%, the people's life has generally reached the level of well-off, and is moving towards the goal of a well-off society in an all-round way. Especially because of the great success of the first rich policy, created a group of high-income people. At the same time, the problem of widening the income gap between regions and some members of society has become increasingly prominent, which has become a realistic problem that has troubled the economic and social development and stability of our country, and has seriously affected the construction of a harmonious socialist society in our country. The ability to govern at all levels of government is considered. Starting from the goal of government good governance, this paper points out the present situation of our government implementing good governance, points out the unreasonable income gap in the process of achieving the goal of good governance, and makes a deep analysis of the reasons for its existence. From the perspective of good governance, the author puts forward that the key to realize common prosperity is to pay more attention to social equity, build a harmonious society and share the fruits of reform and development.
