东北亚区域经济合作与辽宁省对外开放研究

【摘要】：东北亚（中日韩）是全球经济最为活跃的区域之一，也是经济危机后全球经济复苏最为强劲的区域，近年来东北亚区域经济合作出现了快速发展的态势。我国东北地区地处东北亚核心区域，在双边贸易、相互间外商直接投资和国际生产分工等方面与东北亚各国往来密切，在东北亚区域合作中具有明显的地缘优势，而辽宁省在我国东北地区经济发展中居于主导地位，是该区域内的经济大省。因此，研究辽宁省如何抓住东北亚区域合作的历史机遇，充分发挥自身的区位优势和资源禀赋优势，克服阻碍进一步扩大对外开放的主要困难，进一步提升辽宁省对外开放层次和水平，对辽宁省有着重大的理论研究价值和现实意义。论文第一部分介绍了选题背景、意义及本文的研究思路与创新之处。第二部分，分别对东北亚区域经济合作和辽宁省对外开放的发展历程及现状进行了详细的描述。第三部分主要分析了辽宁省参与东北亚区域经济合作的优势及合作的领域。第四部分，分析了辽宁省进一步扩大对外开放面临的主要问题，主要包括：出口产业结构和产品结构仍不尽合理，产品竞争力偏弱；三大区域经济发展不平衡；生产要素偏向中、东部发达地区；港口优势未得到充分发挥等。第五部分针对辽宁三大区域经济发展以及对外开放过程中存在的主要问题，提出了一些应对策略：（1）推动产业结构调整，转变外贸增长方式，提升产业核心竞争力，，培育出口竞争新优势。（2）推进三大区域协调可持续发展，构建辽宁大开发、大开放格局。（3）加大政策支持力度，引导生产要素流向辽西北地区。（4）巩固大连港的核心地位，挖掘丹东港等新型港口的潜在优势。
[Abstract]:Northeast Asia (China, Japan and South Korea) is one of the most active regions in the world economy, and is also the region with the strongest global economic recovery after the economic crisis. In recent years, regional economic cooperation in Northeast Asia has developed rapidly. Northeast China is located in the core region of Northeast Asia. It has close contact with Northeast Asian countries in the aspects of bilateral trade, mutual foreign direct investment and international division of production, and has obvious geographical advantages in regional cooperation in Northeast Asia. Liaoning Province plays a leading role in the economic development of Northeast China and is a major economic province in this region. Therefore, this paper studies how Liaoning Province can seize the historical opportunity of regional cooperation in Northeast Asia, give full play to its advantages in location and natural resources, and overcome the major difficulties that hinder the further opening up to the outside world. It is of great theoretical and practical significance to further promote the level and level of Liaoning's opening to the outside world. The first part of the paper introduces the background, significance and research ideas and innovations of this paper. In the second part, the development course and present situation of Northeast Asia regional economic cooperation and Liaoning Province opening to the outside world are described in detail. The third part mainly analyzes the advantages and fields of Liaoning Province participating in Northeast Asia regional economic cooperation. The fourth part analyzes the main problems facing the further opening of Liaoning Province, including: the structure of export industry and product structure is still unreasonable, the competitiveness of products is weak, the economic development of the three major regions is not balanced; Production factor bias, the eastern developed region; port advantage has not been fully played, and so on. In the fifth part, aiming at the main problems existing in the process of Liaoning's economic development and opening to the outside world, some countermeasures are put forward: (1) to promote the adjustment of industrial structure, to change the mode of foreign trade growth, and to enhance the core competitiveness of the industry. (2) promoting the coordinated and sustainable development of the three major regions, constructing Liaoning's great development and opening up to the outside world. (3) increasing policy support, (4) consolidating the core position of Dalian Port and excavating the potential advantages of new port such as Dandong Port.
