2013年俄罗斯战略形势评估

【摘要】：2013年是国际战略格局加速调整的一年,也是普京重返克里姆林宫后欲使俄罗斯浴火重生、实现经济社会全面发展以及重振大国雄风的一年。然而,这一年俄罗斯经济增长乏力,宏观经济指标欠佳,凸现出经济结构不合理、经济发展缺乏内生动力和可持续性的深层问题。为刺激经济增长,俄罗斯政府采取了一系列措施,但成效不彰。在内政领域,普京为缓和国内政治分歧,对政治体制进行微调,在杜马选举、地方行政长官产生办法问题上有所回摆,并加大了整治政权党和贪腐问题的力度。在对外政策领域,普京借势出击,在推进欧亚一体化建设、乌克兰、叙利亚、伊朗、斯诺登等问题上有所斩获,俄中关系持续深入,俄在亚太地位有所提升,但俄美、俄欧关系进一步恶化。由于俄罗斯总体实力下滑。因此其2013年的外交胜利更多是战术性而非战略性的。金融危机之后,大国综合国力竞争在新能源革命、新工业革命、新军事革命以及国家治理水平等领域全面展开,俄罗斯的战略发展前景究竟如何,值得学术界密切关注。
