环境规制对产业布局影响的理论分析与实证研究

【摘要】：我国近几年环境污染事故频频发生,人们在加强环境规制治理工业污染的同时,对环境规制的实施可能给包括生产成本、技术创新、知识溢出和需求外部性等在内的产业布局带来的影响,也给予了极大的关注。由于我国对开展环境规制影响的相关研究比较晚,再加上我国各省份服从规制的成本难以测算、污染治理的成本缺乏。因此,有关环境规制对产业布局影响的实证研究很少。 我们认为有效的环境规制,应当是在达到控制污染目标的同时,尽量减少对产业布局产生的不利影响。新时期,随着我国经济发展方式的转变,产业结构的调整。不少产业正在由东部向中西部地区转移,而在已有的工业布局理论研究当中,大多以经济效益最大化为基本目标假设,很少将环境规制对产业布局的影响效应纳入到整体优化目标的考察中来。 本文通过环境规制对产业布局影响的理论分析和实证研究,阐述了环境规制对产业布局影响的理论机制,并利用2003-2010年我国30个省份8年的数据,通过建立面板数据模型,实证研究了环境规制对我国产业布局的影响。得出跟我们预期一样的结论：环境规制是影响我国工业产业布局优化的原因。从短期看,严厉的环境规制将吸引低污染行业向环境标准较高的地区集聚,考虑到高污染行业与低污染行业可能具有投入产出联系,部分高污染行业亦可能选择在环境标准较高的地区进行生产活动；从长期看,环境标准较高的地区将获得较好的发展,严厉的环境规制将有利于产业布局的进一步优化。
[Abstract]:In recent years, environmental pollution accidents have occurred frequently in our country. When people strengthen environmental regulation and control industrial pollution, the implementation of environmental regulation may include production cost, technological innovation, etc. The influence of knowledge spillover and demand externality on industrial layout has also been paid great attention. Due to the late research on the impact of environmental regulation in China and the difficulty in measuring the cost of subordinate regulation in various provinces of China, the cost of pollution control is scarce. Therefore, there are few empirical studies on the impact of environmental regulation on industrial layout. We think that the effective environmental regulation should achieve the goal of pollution control and minimize the adverse effects on the industrial layout at the same time. New period, along with our country economy development mode transformation, industrial structure adjustment. Many industries are being transferred from the east to the central and western regions. In the existing industrial layout theory, most of them assume that maximizing economic benefits is the basic objective assumption. The effect of environmental regulation on industrial layout is rarely included in the investigation of overall optimization objectives. Based on the theoretical analysis and empirical study of the impact of environmental regulation on industrial layout, this paper expounds the theoretical mechanism of the impact of environmental regulation on industrial layout, and establishes a panel data model by using the 8 years data of 30 provinces in China from 2003 to 2010. Empirical study on the impact of environmental regulation on China's industrial distribution. The conclusion is the same as our expectation: environmental regulation is the reason that affects the industrial layout optimization of our country. In the short run, stringent environmental regulations will attract low-pollution industries to areas with higher environmental standards, considering that high-pollution industries may have input-output linkages with low-pollution industries. Some high-pollution industries may also choose to conduct production activities in areas with higher environmental standards; In the long run, the areas with higher environmental standards will get better development, and strict environmental regulations will be conducive to the further optimization of industrial layout.
