高技能劳动力短缺与技术创新

【摘要】:中国一直以来被称为一个人口大国,基数庞大。根据2010年全国第六次人口普查结果,中国截止到2010年,总人口为13.39亿人。同时,根据来自联合国人口基金和中国国家计生委2011年7月的消息,截止到2011年7月11日,我国总人口占世界人口的比重为19%。但与此同时,自进入21世纪以来,高技能劳动力的短缺问题日益凸显,并且逐渐成为制约技术创新与进步,企业和国家可持续发展,产业结构调整和升级的“瓶颈”。其中,最为有争议和值得探讨的问题之一,便是高技能劳动力短缺与技术创新之间的关系问题。研究这一问题,不仅关系到经济的可持续发展问题,还关系到一国的国际竞争力问题。所以,对“高技能”这一概念的界定以及对高技能劳动力与技术创新的关系探讨,存在着理论与现实的双重意义。 本文首先将通过对技能和技术这一对概念的辨析,为研究高技能劳动力的概念奠定基础;通过对高技能劳动力和人才概念的内涵和外延的界定,对高技能劳动力特征的分析,为全文的分析奠定基调。在此基础之上,本文再通过对数据的总结和模型的建立,从理论和实证两个方面详细地分析了高技能劳动力短缺和技术创新之间的关系,并对两者的关系进行总结,认为,近年来,我国日益严峻的高技能劳动力的短缺因素会抑制技术的创新活动的进行。本文还通过对我国目前高技能劳动力现状的分析并且结合模型的结论,说明出现高技能劳动力短缺的可能原因。最后,本文针对存在的问题根源,从多角度提出有针对性的政策建议,以期改善高技能劳动力短缺问题,使社会经济能够借助技术创新的动力,得到可持续的发展。
[Abstract]:China has long been called a large population country with a large base. As of 2010, China had a total population of 1.339 billion, according to the results of the country's sixth census in 2010. At the same time, according to information from the United Nations population Fund and China's National Family Planning Commission in July 2011, as of July 11, 2011, China's total population accounted for 19% of the world's population. But at the same time, since entering the 21st century, the shortage of high-skilled labor has become increasingly prominent, and has gradually become a "bottleneck" restricting technological innovation and progress, sustainable development of enterprises and countries, and adjustment and upgrading of industrial structure. Among them, one of the most controversial and worthy issues is the relationship between the shortage of high-skilled labor force and technological innovation. The study of this problem is not only related to the sustainable development of the economy, but also to the international competitiveness of a country. Therefore, the definition of the concept of "high-skill" and the relationship between high-skilled labor force and technological innovation have double meanings of theory and reality. First of all, this paper will lay a foundation for the study of the concept of highly skilled labor by discriminating the concepts of skill and technology. By defining the connotation and extension of the concept of high-skilled labor force and talent, and analyzing the characteristics of high-skilled labor force, this paper lays the groundwork for the analysis of the full text. On this basis, through the summary of the data and the establishment of the model, this paper analyzes in detail the relationship between the shortage of high-skilled labor force and technological innovation from both theoretical and empirical aspects, and concludes the relationship between the two, and thinks that the relationship between the shortage of high-skilled labor force and technological innovation is analyzed in detail from both theoretical and empirical aspects. In recent years, the increasingly severe shortage of highly skilled labor force in our country will restrain the innovation of technology. Based on the analysis of the present situation of the highly skilled labor force in China and the conclusion of the model, this paper explains the possible reasons for the shortage of the highly skilled labor force. Finally, in view of the root causes of the existing problems, this paper puts forward targeted policy recommendations from various angles, in order to improve the shortage of high-skilled labor force, so that the socio-economic can rely on the impetus of technological innovation to achieve sustainable development.
