番禺区实施标准化战略问题研究

【摘要】：标准化活动由来已久，早在秦始皇时代，人们就开始了标准化生产兵器，随着工业化时代的到来，标准化活动再一次迎来了属于她的又一个春天，得到了史无前例的迅猛发展。进入21世纪，人类迈入了数字化时代，标准化活动愈发蓬勃发展，成为当今世界人类从事生产、享受生活、开展创造等活动的重要组成部分，成为举足轻重、不可或缺的一项人类活动。由于标准及标准化的地位和作用越来越重要、越来越前置、越来越明显，为了先发制人，赢得先机，标准化被美国、加拿大、日本、英国、德国以及其他欧盟各国上升为重要的全国性战略，成为标准化战略。随着改革开放的深入开展，我国经济的腾飞获得了前所未有的大好时机，企业不断做强做大，但是随之而来的却是技术的瓶颈和标准化的制约，以及国外技术性贸易壁垒的无情冲击，因此，制定适应我国国情、区域实情、符合当代中国经济发展实际的标准化战略刻不容缓。鼓励企业积极参与标准化活动，提升企业标准化水平，促进企业抱团发展、结盟前进，研究区域标准化战略，开展标准化战略绩效评估，，最终实现“中国制造”向“中国创造”升级，推动民族企业走出国门、遍布世界，成功跨越国外贸易壁垒，这一切都成为了当下应该马上付诸实践的重大课题。通过标准化战略和各项支持政策的实施，可以整合和引导社会资源、加速技术积累、激活科技要素、推动自主创新、提升企业声誉、促进企业间构建战略性同盟、降低国民经济及企业成本、打破技术性贸易壁垒、实现产业转型升级、实现经济、社会、环境的全面、协调、可持续发展。本文探讨区域标准化战略，把番禺区实施标准化战略这项工作作为研究对象，以作者亲身接触的番禺区为例子进行分析，从番禺区标准化战略的实施、标准化人才的培养、产业的转型升级、区域标准体系的创建、政府的支持政策等方面，分析和研究标准化战略与番禺区经济发展的关系，论述了制定和实施符合番禺实际的区域标准化战略的重要性、迫切性和积极作用，评估了2010年至2012年这三年间番禺区实施标准化战略的绩效情况，分析了番禺区在实施标准化战略过程中所遇到的问题，提出了促进番禺区标准化战略深入开展的思路与对策。可以说，本文把实施区域标准化战略与番禺区发展实际紧密结合，找到番禺区实施标准化战略的问题点和突破点，对促进番禺区经济和社会的发展具有很好的现实意义。
[Abstract]:Standardization activities have a long history, as early as Qin Shihuang era, people began to standardize the production of weapons. With the advent of the industrialization era, standardization activities once again ushered in another spring belonging to her, and achieved unprecedented rapid development. In the 21st century, mankind has entered the digital age, and standardization activities have become more and more vigorous. It has become an important part of human activities such as production, enjoyment of life, creation and so on, and has become an important part of the world. An indispensable human activity. As the status and role of standards and standardization are becoming more and more important, more and more pre-emptive, more and more obvious, in order to pre-empt, win the lead, standardization by the United States, Canada, Japan, the United Kingdom, Germany and other EU countries have become an important national strategy, becoming a standardization strategy. With the in-depth development of reform and opening up, the economic take-off of our country has obtained an unprecedented opportunity, enterprises continue to strengthen and expand, but followed by the bottleneck of technology and standardization constraints. And the merciless impact of foreign technical barriers to trade, therefore, it is urgent to formulate a standardized strategy to adapt to China's national conditions and regional facts, in line with the reality of contemporary China's economic development. Encourage enterprises to actively participate in standardization activities, improve the level of enterprise standardization, promote the development of enterprises in groups, advance in alliance, study regional standardization strategies, and carry out standardized strategic performance evaluation, Finally, the upgrading of "made in China" to "created in China", the promotion of national enterprises to go abroad, spread all over the world, and successfully cross foreign trade barriers, all of which have become an important issue that should be put into practice immediately. Through the implementation of standardization strategy and supporting policies, we can integrate and guide social resources, accelerate the accumulation of technology, activate the elements of science and technology, promote independent innovation, enhance the reputation of enterprises, and promote the construction of strategic alliance among enterprises. Reduce the cost of national economy and enterprises, break down technical barriers to trade, achieve industrial transformation and upgrading, and achieve comprehensive, coordinated and sustainable development of economy, society and environment. This paper discusses the regional standardization strategy, takes the implementation of standardization strategy in Panyu District as the research object, and takes Panyu District, which is personally contacted by the author, as an example to analyze, from the implementation of standardization strategy in Panyu District and the cultivation of standardization talents, The relationship between standardization strategy and economic development of Panyu District is analyzed and studied in the aspects of industrial transformation and upgrading, the establishment of regional standard system and the support policy of the government. This paper discusses the importance, urgency and positive role of formulating and implementing the regional standardization strategy in line with the reality of Panyu, and evaluates the performance of the implementation of the standardization strategy in Panyu District during the three years from 2010 to 2012. the importance, urgency and positive role of the regional standardization strategy in accordance with the reality of Panyu are discussed. This paper analyzes on the problems encountered in the implementation of the standardization strategy in Panyu District, and puts forward some ideas and countermeasures for promoting the further development of the standardization strategy in Panyu District. It can be said that this paper closely combines the implementation of regional standardization strategy with the actual development of Panyu District, and finds out the problems and breakthroughs in the implementation of standardization strategy in Panyu District, which is of great practical significance to promote the economic and social development of Panyu District.
