【摘要】：东南亚国家联盟(东盟)于1986年8月8日成立于泰国曼谷。十国领导人在第九届巴厘东盟成员国领导会议中提交并通过了将在2020年建成东盟共同体的宣言,这是东盟的一个里程碑。2007年在宿务举行的第十三届东盟首脑会议中各国代表保证在2015年建成共同体。肯恩秘书处已明确表示东盟共同体的三大支柱：东盟经济共同体(AEC)、盟政治安全共同体(APSC)和东盟社会文化共同体(APSC)自成立共同体的宣言发布以来,老挝政府积极参与东盟经济共同体秘书处采纳的蓝图和AEC计分卡。老挝政府建立了很多框架来应对东盟经济共同体的建立。因此,东盟经济共同体的到来被是政府需要应对处理的一个关键性挑战。然而,政府看到共同体的成立时对国家非常有利的一次机遇。东盟经济共同体在研究老挝经济方面引起了我极大兴趣,尤其是单一市场和生产基地。单一市场和生产基地,包括五个核心要素：货物的自由流通、投资自由流动、劳动力的自由流动、服务的自由流动和更自由的资本。因此,本文将探讨建立东盟经济共同体在专注于单一生产基地上的机遇和面临的主要挑战。
