FDI在俄罗斯区域流向及其对经济增长的影响的研究

【摘要】：目前外商直接投资成为各国经济发展的主要趋势,特别是在全球化背景之下,很多发展中国家主动引进外商直接投资刺激国内经济发展。对俄罗斯联邦而言,这一趋势也不是例外,通过完善法律体系,用来鼓励性政策来吸引外商直接投资,税收优惠等措施来扩大外商直接投资的规模。虽然目前俄罗斯外商直接投资还在外国投资总额与GDP中比例不大、行业和地区分布不尽合理、投资和政治环境还需要进一步改善问题,但是俄罗斯联邦将成为外商直接投资热点之一已是不争的事实。本论文分析了外商直接投资在俄罗斯联的现状以及其特点,且对外商直接投资在俄罗斯区域分布特性及影响经济增长进行计量实证分析,得出来的结果——俄罗斯外商直接投资不能完全视为纯粹的外商直接投资,其原因在于上个世纪90年代俄罗斯在经济转轨时期出现了资本大量外逃现象,原本俄罗斯的资金又以冒充“外商直接投资”的形式回归本国。目前阻碍俄罗斯联邦外商直接投资的因素主要有:不稳定政治环境,市场制度不成熟以及国内垄断集团势力过于强大。
