龙口港液体化工码头安全管理评价研究

【摘要】:随着港口危化品吞吐量的快速增长,港口内危化品仓储区域的规模也逐步扩大。但快速发展的液体化工区也带来了各种安全隐患。危险化学品具有有毒有害、易燃易爆等特性,不仅会对人体造成直接危害,还对人体健康和环境存在极大的潜在威胁,提高港口液体化工区的安全管理水平已经迫在眉睫。我国的危险化学品安全管理工作起步相对较晚,和世界上其它国家一样,都是一个逐步完善的过程。目前,我国的危险化学品安全管理与我国社会经济发展仍有不相适应的地方,特别是危险化学品所造成的安全、健康和环境问题日益突出。 龙口港液体化工区作为山东省最大的临港液体化工品集散地之一,在安全管理上一直不遗余力,严格执行国家的规章制度,不断加强自身的安全管理,但随着国家在危险化学品安全管理的力度不断加大,对龙口港液体化工区的安全管理提出了更新更高的要求,如何适应目前的安全形势,保持区域安全,这是一个值得研究的课题。 本文首先通过国内外液体化工产品安全管理的比较研究,对我国港口安全管理体系从安全管理学的角度进行了分析,接着阐述并分析了龙口港液体化工区域在危化品安全管理上的现状和存在的问题。确立了影响安全管理的一系列因素。同时本文选择使用层次分析法对安全管理委员会在安全生产预警上进行了初步的分析,根据专家的评价对该体系的指标的权重进行分配,从而达到对龙口港液体化工区得安全管理体系进行分析。并根据分析结果提出了构建安全管理新平台,即对液体化工区内各项涉及到安全管理的部分进行必要的整合,提出安全管理“四统一”模式,成立一个安全管理委员会,以政府大力支持、企业相互协力,充分发挥新管理平台的整合优势,形成一个科学的安全管理模式。
[Abstract]:With the rapid growth of the port dangerous chemicals throughput, the storage area of dangerous chemicals in the port has gradually expanded. However, the rapidly developing liquid chemical industry area also brings various safety risks. The dangerous chemicals have the characteristics of toxic, harmful, flammable and explosive, etc. It will not only cause direct harm to human body, but also have great potential threat to human health and environment. It is urgent to improve the safety management level of port liquid chemical industry area. The safety management of dangerous chemicals in our country started relatively late. Like other countries in the world, it is a gradual process. At present, the safety management of hazardous chemicals in our country is still out of step with the social and economic development of our country, especially the safety caused by dangerous chemicals. Health and environmental problems are becoming increasingly prominent. As one of the largest distribution centers of liquid chemical products in Shandong Province, the Longkou Port liquid Chemical Industry District has been sparing no effort in safety management, strictly enforcing the state's rules and regulations, and constantly strengthening its own safety management. However, with the increasing efforts of the country in the management of hazardous chemicals, the safety management of the liquid chemical industry area in Longkou Port has been updated with higher requirements, and how to adapt to the current safety situation and maintain regional safety, This is a subject worth studying. Firstly, through the comparative study of safety management of liquid chemical products at home and abroad, this paper analyzes the port safety management system of our country from the point of view of safety management. Then, the present situation and existing problems of the safety management of dangerous chemicals in the liquid chemical area of Longkou Port are expounded and analyzed. A series of factors affecting the safety management are established. Meanwhile, the paper chooses to use the Analytic hierarchy process (AHP) to manage the safety. The committee made a preliminary analysis on the early warning of production safety. According to the evaluation of experts, the weights of the indexes of the system are allocated, so as to analyze the safety management system of the liquid chemical industry area of Longkou Port. Based on the analysis results, a new platform for safety management is proposed. That is to say, the necessary integration of the various parts of the liquid chemical industry area related to safety management is carried out, and the "four unified" mode of safety management is put forward, and a safety management committee is set up, with the strong support of the government and the cooperation of enterprises, Give full play to the integrated advantages of the new management platform, and form a scientific safety management model.
