文章摘要:为有效解决水利水电工程立体交叉作业引发的安全组织管理问题,必须实现安全管理各类信息顺利沟通,进而提高安全管理绩效。借助应用控制系统原理与方法,结合水电工程施工特点和施工组织结构模式,将安全管理责任系统分成多个控制层次,设置多种功能模块;通过在不同模块中设立反馈环节,进行机制运行的补偿和调节,以实现闭环管理。对三峡升船机工程进行买证研究,提出立体交叉作业协调管理机制。研究结果表明:工作单元分配和信息沟通渠道是立体交叉作业传递机制的关键点,,提出一纵一横2大管理层面的安全组织结构新思路,设计立体交叉作业的纵向系统传涕机制和横向系统传递机制。
Abstr:It was held by the authors that in order to solve effectively the problem of safety organizational management for grade cross operations in hydraulic and hydroelectric projects, all kinds of information on safety management should be disseminated properly. The responsibility system of safety management was divided into several control layers. Several function modules were set up. Closed-loop management was considered for the system by designing feedback paths between the modules. Its coordination management mechanism was designed for project's grade cross operations. It was discovered that both work unit alloca- tion and information communication channel are the key points. A safety management organization structure was designed with two main management layers, a horizontal one and a vertical one. Three Gorges ship lift project was studied empirically.
