【摘要】:由于高效率、高效益、高协作、适于多式联运等显著优点,近年来长江水运箱货所占比重呈明显上升趋势,集装箱班轮运输成为沿线外贸物资最主要的运输方式,并呈现专业化、大型化、集约化、规模化、科技化的发展趋势。随着长江经济带国家战略的实施,集装箱水运需求将进一步增大,运输资源的有效利用将显得尤为重要,而国内外在内河集装箱运输航线优化领域研究较少。依托2013年四川省交通科技项目“四川长江港口集装箱班轮航线优化与发展研究”,通过调研资料分析、评价指标构建、优化分析建模和实例应用分析,对四川长江集装箱班轮运输航线优化进行了较为系统的研究。①基于政策环境和基础条件,分析了四川长江集装箱运输的现状与趋势。分析表明,虽然受到航道、船闸、港口和船舶等条件限制,四川集装箱水运总体上需求旺盛,发展环境和条件良好。综合应用定量和定性分析法,预测得到2015年和2020年四川省长江集装箱运输量和港口吞吐量。②基于经济效益和能耗特性,建立了长江集装箱运输效能评价模型。采用层次分析法确定了各子系统的权重,用线性加权法对运输效能进行综合评价。实例分析表明该模型具有合理性。③基于经济效益和能耗双目标,在经济效益优化模型基础上,建立了集装箱班轮运输航线优化模型。决策变量为航行速度和航线配船,模型参数主要有航线数量、航线时间、停泊时间、航行天日柴油消耗量、停泊天日柴油消耗量、船型数量等。④应用效能评价模型和航线优化模型,进行了优化实例分析。应用LINGO11.0优化软件求解,对四川A公司集装箱班轮运输航线进行优化。优化结果符合实际情况。在国家倡导建设“畅通、高效、平安、绿色”现代化内河水运体系的背景下,适应长江集装箱运输发展需要,综合考虑经济效益与环境效益,建立了集装箱运输效能评价模型和集装箱班轮运输航线双目标优化模型,丰富了内河集装箱运输的评价与优化理论,对航线和船舶资源合理配置具有一定应用价值。

Based on the basic conditions and policy environment, analyzes the present situation and trend of Sichuan Yangtze River container transportation. The comprehensive application of quantitative and qualitative analysis, forecast in 2015 and 2020 in Sichuan Province, the Yangtze River container transport volume and port throughput. The economic benefit and energy consumption characteristics based on the established evaluation of Yangtze River container transport efficiency model. Using AHP to determine the weight of each subsystem, the comprehensive evaluation of transportation efficiency by using linear weighting method. Examples show that the model is reasonable. The double goals of economic efficiency and energy consumption based on based on the model of economic optimization, set up the container liner shipping route optimization model.
