海原县城乡客运一体化规划研究

【摘要】:2020年我国实现全面小康社会,作为西部地区国家级贫困县的海原县积极推进城乡道路客运一体化发展,是实现城乡道路客运资源共享、提供优质服务,方便政策协调、合理安排布局、优化道路运输公共资源结构的必经之路,是加强海原县城内紧密联系,提高服务质量,提高海原县居民出行比率,增强城与乡之间的联系,实现城乡经济社会共同发展,是实践科学发展观、贯彻中央统筹城乡协调发展战略、落实中央“三农”政策的重要举措。进一步实现城乡经济社会一体化发展。对加快转变城乡道路客运发展、提升行业可持续发展、推进道路运输公共服务均等化具有重要意义。目前,海原县城市公交、城镇客运、农村客运发展参差不齐,客运网络发展不协调,政策不配套、衔接不顺畅的问题突出,制约了城乡道路客运服务居民出行的能力和水平,对城乡道路客运的竞争力和可持续发展能力不利。为了推进城乡客运一体化,确定了以“两城”为中心,辐射全县所有镇村的“城市公交、城镇公交、村镇公交”三级城乡客运一体化网络系统,实现城市公交网络500米半径覆盖率不小于90%,农村客运线路公交化运行率达到100%,乡镇客运站建成率和建制村招呼站建成率均达到100%的规划目标。在现场调研、收集资料等基础上,提出海原县城乡客运一体化发展的发展战略,从一体化网络、一体化智能管理、一体化运营服务构建海原县城乡客运体系。根据海原县的经济社会发展战略和空间布局规划,进行海原县城乡客运一体化的需求分析和预测,在预测的基础上,对海原县城乡公共交通系统从近期远期两个角度对线路和场站设施进行了规划。为了增强公交营运方面的安全管理,使调度运力有所提升,服务质量得到改观,当运营过程中车内出现异常情况时公交动态监控能迅速感知,对海原县城乡交通一体化智能调度系统进行了设计。为更好地实现海原县城乡公共交通的一体化,进一步对城乡客运运营模式和管理体系进行了设计,并根据市场运作的特点,研究了城乡交通一体化组织架构,政府计划将各类公交资源全部汇总到公交交通集团,并主导规划、指导、监管这三个方面,来充分表现公交事业所带来的的便民性和公益性,同时,政府将通过补助来保证私营企业的合法利益并授权公交集团各分公司可以对全县公交资源进行一体化运行。本研究的开展对海原县完成对调整城乡客运网络布局,合理确定汽车站场功能分区,实现旅客在站内就能实现四级客运网络间的无缝衔接换乘(即:城际、城乡、县乡、镇村),对稳步发展全县城乡客运网络有积极的作用和意义,有助于海原县建成形成分工明确、网络衔接顺畅的城乡道路客服体系,城乡道路上客运车辆的公交化比率将会提升,减少城乡道路客运车辆交通责任事故,早日实现城乡道路客运中基础设施、信息服务及发展政策方面的一体化水平。

At present, Haiyuan County City bus, urban passenger transport, uneven development of rural passenger transport, passenger transport network development coordination, policy is not complete, the convergence is not smooth problems, restricting the ability and level of urban and rural road passenger transport services for urban and rural residents travel, road passenger transport competitiveness and sustainable development ability of disadvantage. In order to promote the integration of urban and rural passenger transport, to determine the two city "as the center, all county towns and villages of radiation" city bus, urban transit, transit village "three level of integration of urban and rural passenger transport network system, realize the city bus network coverage of 500 meters radius of not less than 90%, rural passenger bus lines operating rate reached 100%, the planning target completion rate and the establishment of rural passenger village called station completion rate reached 100%. In order to strengthen the safety management of bus operation, the scheduling capacity has improved, the quality of service has been changed, when the abnormal situation in the operation process of car bus dynamic monitoring can quickly perceive, in Haiyuan County, the integration of urban and rural transportation intelligent dispatching system is designed. In order to better achieve the integration of urban and rural public transportation in Haiyuan county further, the urban and rural passenger transport operation mode and management system is designed, and according to the characteristics of the operation of the market, the development of urban and rural transportation The organization, the government plans to put all kinds of public resource all aggregated to the public transport group, and led the planning, guidance, supervision of the three aspects, to convenience and public welfare, the full performance of public transportation brought at the same time, the government through subsidies to ensure the legitimate interests of private enterprises and authorized Bus Group subsidiaries can be integrated operation of the county bus resources. This study on the completion of the adjustment of Haiyuan county urban and rural passenger transport network layout, reasonably determine the bus station function division, passenger seamless transfer of four passenger network in the station can (i.e. intercity, urban and rural, county, town and Village), role and significance positive for the steady development of the urban and rural passenger transport network, contribute to the formation of Haiyuan county built a clear division of labor, urban and rural road network linking customer service system smoothly, urban and rural road passenger vehicles on the bus The ratio will increase, reduce the traffic accidents of urban and rural road passenger vehicles, and achieve the integration level of infrastructure, information services and development policies in urban and rural road passenger traffic as early as possible.
