城市干道交通突发事件道路影响分析及交通组织研究

【摘要】:随着中国经济的发展,城镇化进程加快,城市人口快速增长,机动车保有量也越来越大,城市道路的建设速度已难以满足城市居民正常的交通需求。目前,人口集中的大城市各类突发事件频出,严重危及人们生命财产的安全和未来城市的健康发展,研究突发事件的相关理论和应对方法已成为当务之急。城市交通突发事件多发,尤其是干道交通突发事件,具有破坏性大、影响范围广等特点,对城市交通系统的运行影响巨大。为了更加科学有效地处理城市干道交通突发事件,有必要针对突发交通事件的影响和应急救援疏导进行研究。论文对比分析了一般突发事件和交通突发事件的相关理论,明确了城市交通突发事件对城市交通系统产生的影响。基于交通突发事件条件下对交通流特性和路网可靠性的研究,从通行能力、车辆延误、二次事故及服务水平等四个方面对城市干道交通突发事件的道路影响进行分析。同时,考虑救援实施的交通影响,得出事件交通影响范围的确定方法,为建立应急疏散模型提供了先决条件。然后,在对常规交通组织方法研究的基础上,归纳总结出适用于城市干道交通突发事件的应急组织方法和智能交通组织体系,并通过对一般交通疏导模型的改进,建立兼顾救援与疏导的应急疏散模型,保障应急交通组织的科学与高效。此外,选取影响范围、事发位置、事发时间等作为评判指标,运用模糊综合评价法对事件的应急等级进行判定,并根据应急等级制定相应的组织预案,为交通应急管理部门快速处置交通突发事件提供科学有效的方法。最后,论文假设重庆市江北区嘉州路某处发生公交车自燃,根据研究对事件实施应急交通组织,并通过仿真软件对组织方案实施的效果和可行性进行验证。本文将城市干道交通突发事件作为研究对象,建立兼顾救援与疏导的应急疏散模型,并提出事件应急等级的判定方法,制定相应等级的组织预案,以提高交通管理部门应对城市干道交通突发事件的应急组织管理能力和决策水平。
[Abstract]:With the development of China's economy, the acceleration of urbanization, the rapid growth of urban population, and the increasing number of motor vehicles, the speed of urban road construction has been difficult to meet the normal traffic needs of urban residents. The occurrence of all kinds of unexpected events in large cities with concentrated population seriously endangers the safety of people's life and property and the healthy development of future cities. It has become an urgent matter to study the relevant theories and coping methods of emergencies. Urban traffic emergencies, especially the main road traffic emergencies, have the characteristics of large destruction and wide range of influence. It has a great impact on the operation of urban traffic system. In order to deal with urban traffic emergencies more scientifically and effectively. It is necessary to study the impact of traffic emergencies and emergency rescue guidance. Based on the study of traffic flow characteristics and road network reliability under the condition of traffic emergencies, traffic capacity and vehicle delay are studied. The second accident and service level are four aspects to analyze the road impact of urban trunk road traffic emergencies. At the same time, considering the traffic impact of rescue implementation, the method of determining the traffic impact range of the incident is obtained. The precondition is provided for the establishment of emergency evacuation model. Then, based on the study of the conventional traffic organization method. Summarize the emergency organization method and intelligent traffic organization system suitable for urban trunk road traffic emergencies, and through the improvement of the general traffic diversion model, establish the emergency evacuation model which takes both rescue and guidance into account. In addition, select the influence range, the location of the incident, the incident time and so on as the judgment index, use the fuzzy comprehensive evaluation method to judge the emergency grade of the event. And according to the level of emergency to formulate the corresponding organizational plan for the traffic emergency management department to quickly deal with traffic emergencies to provide a scientific and effective method. Finally. This paper assumes that bus spontaneous combustion occurs somewhere in Jiazhou Road, Jiangbei District, Chongqing, and carries out emergency traffic organization according to the research. And through the simulation software to verify the effectiveness and feasibility of the implementation of the organizational plan. This paper takes the traffic emergencies of urban trunk roads as the research object and establishes the emergency evacuation model which takes both rescue and guidance into account. In order to improve the ability and decision-making level of traffic management department to deal with traffic emergencies, the judgment method of emergency level is put forward, and the corresponding organization plan is made in order to improve the ability of traffic management department to deal with the emergency of traffic emergencies on urban trunk roads.
