内蒙古道路监管平台建设工程设计

【摘要】:随着我国经济的高速发展,道路运输行业也得到了快速扩张,交通基础设施建设取得长足进步,运输网络进一步延伸和扩展。但是我们也应该看到,我国道路运输行业面临的公共安全形势依然十分严峻,超限超载、无证营运、车辆套牌等现象依然存在,不仅影响了道路运输市场的秩序,更成为影响社会和谐稳定的不安定因素之一。针对道路监管平台建设进行顶层设计研究,利用先进的信息技术来丰富超限超载治理和安全监管手段,实现新时期下的自治区道路运输行业的超限超载治理和全方位安全监管,从而达到有效降低超限超载率和安全事故发生几率、促进自治区道路运输行业和谐有序健康发展的目标。建设内蒙古道路运输服务网,实现道路运输行业信息化公众服务,提高道路运输管理机构的便民服务水平,将提高行政办事效率,实现管理、执法的公众监督,有效改善道路运输行业政府形象。通过对道路运输源头治超和安全监管平台的需求分析,提出针对性的顶层设计方案,最终完成了对内蒙古自治区道路运输信息化顶层设计和业务梳理、新建三大业务系统及应用支撑平台、建设和完善道路运输源头治超与安全监管数据库。确定了内蒙古道路运输监管平台系统设计整体采用SOA架构,部署数据服务总线和SOA服务总线。按照EA方法理论,结合内蒙古自治区交通运输业务信息化特点,把交通运输信息化总体框架的主体构成要素确定:业务架构、数据架构、应用架构、技术架构、绩效架构和安全架构6个方面。通过对源头治超平台顶层设计和建设工程,实现了对内蒙古自治区境内道路运输超限超载治理的源头管理的基础性管理,为进一步深化超限超载运输治理和安全监管工作提供了底层支撑,并能够在未来技术进步基础上进行进一步扩展。基本能够实现一次设计,长期服务,为内蒙古交通运输管理工作提供一个新的治理手段。
[Abstract]:With the rapid development of China's economy, the road transport industry has also been rapid expansion, traffic infrastructure construction has made considerable progress, transport network further extension and expansion, but we should also see. The public safety situation facing the road transport industry in China is still very severe, overloading, unlicensed operation, vehicle licensing and other phenomena still exist, which not only affects the order of the road transport market. It has become one of the unstable factors that affect the social harmony and stability. The top-level design research is carried out for the construction of the road supervision platform, and the advanced information technology is used to enrich the overloaded governance and safety supervision means. In order to effectively reduce the overload rate and the probability of safety accidents, the road transportation industry in the autonomous region under the new era of overloading governance and comprehensive safety supervision. The goal of promoting the harmonious, orderly and healthy development of the road transport industry in the autonomous region is to construct the road transport service network in Inner Mongolia, to realize the information public service of the road transport industry, and to improve the service level of the road transport management organization. Will improve the administrative efficiency, management, law enforcement public supervision, effectively improve the road transport industry government image. Through the road transport source control and safety regulatory platform needs analysis. Put forward a targeted top-level design, the final completion of the Inner Mongolia Autonomous region Road Transportation Information top-level design and business combing, the establishment of three business systems and application support platform. Construction and improvement of the road transport source control and safety regulatory database. Determined the Inner Mongolia road transport regulatory platform system design of the overall use of SOA framework. Data service bus and SOA service bus are deployed. According to EA theory, the characteristics of traffic and transportation information in Inner Mongolia Autonomous region are combined. To determine the main components of the overall framework of transportation information: business architecture, data architecture, application architecture, technical architecture. Performance structure and security architecture. Through the design and construction of the top level of the source management platform, the basic management of the source management of road transportation overload control in Inner Mongolia Autonomous region is realized. For the further deepening of overloading transport governance and safety supervision work to provide the bottom support, and can be further expanded on the basis of future technological progress. Basically can achieve a design, long-term service. For Inner Mongolia traffic and transportation management to provide a new means of governance.
