高原严寒山区公路计价取费标准的重新核定

【摘要】:一带一路战略的提出,为西部高原地区交通建设发展带来新契机。然而,西部高原地区气候寒冷,自然环境恶劣,地质灾害频发,导致高原严寒山区取费标准已不能满足公路工程计价的需求。高原严寒山区特殊的施工环境对现行计价依据提出了新要求。为了适应高原严寒山区公路建设的发展对计价依据提出的新要求,本论文依托国道317线俄尔雅塘至岗托段改建公路项目,通过调查俄岗公路项目各施工单位费用支出变化现状,确定需要核定的高原严寒山区的取费标准种类。确定研究内容后,对比分析铁路工程、建筑安装工程、电网工程、水电工程、公路工程等建设工程的高原严寒山区取费标准的计价方式、费用组成等异同点,为公路工程计价取费标准研究提供一些建设性的建议和理论上的参考。结合概预算编制办法的规定和国内学者对高原严寒山区的取费标准的研究,分析各种方法的优劣,最后确定高原严寒山区费率的核定方法。高原地区施工增加费率的核定采用现场测定与理论分析法,其它各项费率采用调查分析计算法进行核定。在项目现场搜集基础数据资料,高原地区施工增加费采用计时观察法调查人工工日和施工机械台班消耗,其它各项增加费用采用表格调查法获取数据。运用误差原理中的格拉布斯法对采集的大量原始平行数据筛选与剔除,保证费率结果的可靠性。最后,详细介绍高原严寒山区施工增加费费率核定方法。高原地区施工增加费费率的核定,是通过将现场测定的有效数据转化为预算定额形式的消耗,并与对应的预算定额作相比,得出各细目工程的增加幅度,然后确定各工程类别所测细目工程的权重,汇总得出各工程类别的人工工日增加幅度和施工机械台班增加幅度。最后由高原地区施工增加费的计算公式,得出高原地区施工增加费费率。冬季施工增加费、行车干扰工程施工增加费等费率核定是通过各费率公式,计算出标段总的施工增加费费率,与概预算编制办法中相应的费率作对比分析,研究各费率变化幅度。本论文核定了高原严寒山区计价取费标准,完善了高原严寒地区公路工程计价依据体系,为高原严寒地区公路建设的技术经济指标与招投标工程价格的确定提供了指导。
[Abstract]:The Belt and Road strategy brings a new opportunity for the development of traffic construction in the western plateau. However, the climate in the western plateau is cold, the natural environment is bad, and the geological disasters occur frequently. As a result, the standard of collecting fees in highland cold mountain areas can no longer meet the demand of highway engineering valuation. The special construction environment of highland cold mountain areas puts forward new requirements for the current valuation basis, and in order to adapt to the highway construction in highland cold mountain areas, the new requirements are put forward. New requirements for valuation basis. This paper relies on the reconstruction of highway project from Oeryatang to Gangtao section of National Highway 317, and investigates the current situation of expenditure changes of each construction unit cost of Reigang Highway Project. Determine the standard types of fees to be approved for the highland and cold mountain areas. After determining the research content, compare and analyze railway engineering, construction and installation engineering, power grid engineering, hydropower project. Highway engineering and other construction projects in the highland cold mountain areas of the standard pricing method, cost composition and other similarities and differences. It provides some constructive suggestions and theoretical references for the study of highway engineering pricing and fee collection standard. Combined with the provisions of the budget estimate method and the domestic scholars' research on the standard of collecting fees in the highland and cold mountain areas. This paper analyzes the merits and demerits of various methods, and finally determines the approval method of the premium rate in the cold mountainous area of plateau. The on-site measurement and theoretical analysis are used to verify the rate of increase in construction in the plateau area. The other rates are approved by investigation, analysis and calculation. The basic data are collected in the project site, and the time observation method is used to investigate the manual working days and the consumption of construction machinery in the plateau area. Other incremental costs are obtained by tabular survey, and a large number of original parallel data are screened and eliminated by using the method of Grubbs in error principle to ensure the reliability of the rate results. Finally. This paper introduces in detail the method of checking and approving the rate of construction fee increase in the cold mountainous area of plateau. The examination and approval of the rate of increase fee for construction in highland area is the consumption of converting the effective data measured on the spot into the form of budget quota. And compared with the corresponding budget quota, the increase range of each detail project is obtained, and then the weight of the detailed project measured by each project category is determined. Finally, from the calculation formula of the construction increase fee in the plateau area, the construction increase fee rate in the plateau area and the construction increase cost in winter are obtained. Through the formula of each rate, the author calculates the total construction increase cost rate of the section, and compares it with the corresponding rate in the method of budget estimate. This paper approved the standard of pricing fees in the highland and mountainous areas, and improved the pricing basis system of highway engineering in the cold areas of plateau. It provides guidance for the determination of technical and economic indexes of highway construction and the price of bidding project in the cold plateau area.
