基于可持续发展理念的历史街区慢行交通规划研究

【摘要】:在我国快速城镇化和机动化的背景下,历史街区往往被视为城市发展和经济增长的瓶颈,随着人们对其历史文化价值的不断认知,历史街区的保护与更新逐渐得到重视,交通问题的缓解和改善也成为主要热点之一。由于街区空间尺度的限制和传统文化的积淀,慢行交通成为历史街区最主要的出行方式。鉴于当前针对历史街区慢行交通规划的研究较为薄弱,应用传统城市慢行交通规划理论与方法存在一定局限,论文将以可持续发展为目标,从街区慢行交通特性与特征分析入手,综合考虑慢行交通供需关系,研究适用于历史街区的慢行交通规划方法。论文通过对郑州书院街、开封鼓楼、洛阳东西南隅三个历史街区的实地调研,总结出历史街区慢行交通的一些共同特性和问题,提出当前历史街区发展的主要矛盾为:街区发展与现状慢行交通服务水平的矛盾;慢行交通需求增长与有限供给的矛盾;慢行基础设施改扩建与风貌保护的矛盾。基于此,本文研究了慢行交通可持续发展的约束机制,提出基于承载力的历史街区慢行交通规划理论框架。为了实现基于承载力的历史街区慢行交通规划,论文对历史街区慢行交通环境承载力进行了定性与定量研究,从慢行交通环境的空间承载力、心理承载力和经济承载力三方面着手,借助一些数学模型和Eviews、SPSS等统计分析软件,分别建立了历史街区步行交通和非机动车交通的环境承载力量化评估模型。在慢行交通环境承载力定量研究的基础上,论文提出了慢行交通环境压力系数的概念,并进行了慢行交通规划阈值研究,引入慢行交通需求管理与需求均衡两个规划方法,给出了较为详细的历史街区慢行交通规划框架,结合街区具体问题,提出规划措施与建议。最后以洛阳东西南隅历史街区为例进行实证分析,结果表明论文提出的历史街区慢行交通规划方法是可行的,且易于操作。本研究得到《中西部历史名城历史街区空间保护与再造的交通运输规划设计理论与方法研究》国家自然科学基金(NO.51278396)的资助。
[Abstract]:Under the background of rapid urbanization and motorization in China, historical blocks are often regarded as the bottleneck of urban development and economic growth. With the continuous recognition of their historical and cultural values, the protection and renewal of historical blocks have been paid more and more attention. The alleviation and improvement of traffic problems have also become one of the main hotspots. Due to the limitation of the space scale of blocks and the accumulation of traditional culture, Slow traffic has become the most important travel mode in historical blocks. In view of the weak research on slow traffic planning in historical districts, there are some limitations in applying the theory and method of slow traffic planning in traditional cities. This paper aims at sustainable development, starting with the analysis of the characteristics and characteristics of slow moving traffic, synthetically considering the relationship between supply and demand of slow traffic, and studying the method of slow traffic planning suitable for historical blocks. The field investigation of the three historic blocks in the Gulou of Kaifeng and the southwest corner of Luoyang east and southwest summed up some common characteristics and problems of slow traffic in historical blocks. The main contradictions of the development of the historical district are as follows: the contradiction between the development of the district and the current level of slow traffic service; the contradiction between the growth of the slow traffic demand and the limited supply; the contradiction between the reconstruction and extension of the slow infrastructure and the protection of the style and features. In this paper, the constraint mechanism of the sustainable development of slow traffic is studied, and the theoretical framework of slow traffic planning based on bearing capacity is put forward in order to realize the slow traffic planning of historical blocks based on carrying capacity. The paper carries on the qualitative and quantitative research on the environmental carrying capacity of slow moving traffic in the historical district, starting from three aspects of the space carrying capacity, the psychological carrying capacity and the economic carrying capacity of the slow traffic environment, with the help of some mathematical models and statistical analysis software such as Eviewsn SPSS, etc. Based on the quantitative research on the environmental carrying capacity of slow traffic, the paper puts forward the concept of environmental pressure coefficient of slow traffic. The threshold of slow traffic planning is studied, two planning methods of slow traffic demand management and demand balance are introduced, and a detailed framework of slow traffic planning for historic blocks is given. Finally, taking the historic block in the east and southwest corner of Luoyang as an example, the results show that the slow traffic planning method proposed in this paper is feasible.
