危险货物集装箱多式联运开办条件研究

【摘要】:随着我国经济的日益发展,全社会的物流需求随之增高,货物运输的品类日渐趋于丰富,其中,运输业涉及的部分化工原料、易燃易爆物品等货物作为危险货物,其运输需求也在不断提高。另一方面,国内集装箱多式联运技术日渐成熟,铁路、水路、公路、航空、管道运输方式间衔接配合的优势得到了更加充分的发挥,运输效率得到了极大的提高。同时,物流市场及运输企业蓬勃发展,部分企寻求进入危险货物运输市场。危险货物的集装箱多式联运,可以最大限度地结合各种运输方式的优势,实现高效高安全性的危险货物运输。但目前我国危险货物集装箱多式联运仍处于起步阶段,联运技术及经验不足,运输市场有待开发。因此,对危险货物集装箱多式联运的开办条件进行进一步研究,成为了危险货物运输企业关心的重要问题。 本文针对危险货物集装箱多式联运的现状及特点研究的基础上,对其开办条件问题进行了以下研究: 首先,从危险货物运输及集装箱多式联运两方面研究了危险货物集装箱多式联运的构成、特征、运作流程,明确了国内外相关法律法规体系及基本要求,从托运人、多式联运经营人、承运人角度提出了开办危险货物运输及集装箱多式联运所必需的法定许可、申办条件及注意事项。 其次,根据我国危险货物运输及集装箱多式联运的现状及法律法规要求,分析了影响其开办的设备及设施、运输品名、人力资源、安全风险、运输距离、运输时间、运输方式间的协调性等因素,并根据企业的利益提出了开办原则,最终确定了危险货物运输集装箱多式联运的开办条件,为危险货物运输企业及多式联运经营企业提供了参考。 最后,基于Petri网理论建立了危险货物运输集装箱多式联运的经济性模型,在其开办条件的基础上分析了多式联运成本的构成,结合实例对拟定的运输方案进行经济性分析,提出了各方案的开办条件及可行性建议,并通过与单一运输方式的对比,进一步验证了危险货物运输集装箱多式联运的经济性。
[Abstract]:With the development of economy in our country, the logistics demand of the whole society increases, and the categories of cargo transportation become more and more abundant. Among them, some chemical raw materials, flammable and explosive goods involved in the transportation industry are regarded as dangerous goods. On the other hand, the domestic container multimodal transport technology is maturing day by day, and the advantages of linking and matching railway, waterway, highway, aviation and pipeline have been brought into full play. Transport efficiency has been greatly improved. At the same time, the logistics market and transport enterprises are booming, some enterprises seek to enter the dangerous goods transport market. Container multimodal transport of dangerous goods, It is possible to maximize the advantages of various modes of transport in order to realize efficient and high security transport of dangerous goods. However, at present, multimodal transport of dangerous goods containers in China is still in its infancy, and its technology and experience are insufficient. The transportation market needs to be developed. Therefore, it has become an important concern for dangerous goods transportation enterprises to further study the start-up conditions of multimodal transport of dangerous goods containers. Based on the study of the current situation and characteristics of dangerous goods container multimodal transport, this paper makes the following research on the operating conditions of dangerous goods container multimodal transport:. First of all, from the aspects of dangerous goods transport and container multimodal transport, this paper studies the composition, characteristics, operation process of dangerous goods container multimodal transport, clarifies the domestic and foreign relevant laws and regulations system and basic requirements, from the shipper, The operator and carrier of multimodal transport put forward the necessary legal permission, application conditions and points for attention for the operation of dangerous goods and container multimodal transport. Secondly, according to the current situation of dangerous goods transportation and container multimodal transport in China and the requirements of laws and regulations, this paper analyzes the equipment and facilities, transport product names, human resources, safety risks, transportation distance, transportation time, which affect the operation of dangerous goods and container multimodal transport. The coordination among transportation modes and other factors, and according to the interests of the enterprise, put forward the start-up principle, finally determined the conditions for the multimodal transport of dangerous goods container, and provided a reference for the dangerous goods transport enterprises and multimodal transport enterprises. Finally, based on the theory of Petri net, the economic model of container multimodal transport of dangerous goods is established. On the basis of its start-up conditions, the composition of multimodal transport cost is analyzed, and the economic analysis of the proposed transport scheme is carried out in combination with an example. The operating conditions and feasibility suggestions of each scheme are put forward, and the economy of container multimodal transport of dangerous goods is further verified by comparison with single transport mode.
