温州市智能交通建设系统及运行效果评价研究

【摘要】:智能交通(ITS)是解决交通拥堵、交通事故、环境污染等一系列城市交通问题的科技手段,是城市交通建设,综合实力提高的重要举措。创建智能交通系统,对规范社会行为、提升人文品味、美化自然环境、促进经济和科学技术发展具有深远意义。温州智能交通始建于2011年,目前处于大规模服务应用时期。由于国内仍缺乏系统的评价方法和理论体系,温州在实际运用ITS过程中不断摸索,实验试行,始终缺乏有效的评价环节。提高ITS系统科技发展水平,发挥ITS的交通助力作用,实现ITS智能化管理长效机制,建立科学、完整、高效的ITS系统评价体系亟待解决。论文深究了国内外ITS建设发展的现状,深入探索ITS系统项目的效益的分类以及评价方法,将效益评价区分为经济评价和社会环境评价,提出ITS系统效益评价模型。论文依据该评价模型,结合温州ITS建设发展现状,对温州ITS系统建设运行情况进行综合评价,其中经济评价采用“费用效益分析”,运用“前后比较法”对ITS项目实施前、后的相关数据进行对比分析;社会和环境评价采用“模糊层次综合分析”的评价方法,并通过专家打分法、问卷调查法对温州市ITS系统社会和环境效益予以综合评分。研究显示,缺乏系统的评价模型不利于温州智能交通系统的发展。考虑到智能交通系统的社会性和经济性,评价模型需要包含经济评价和社会环境评价。应用论文构建的评价模型,得出在经济评价中,温州智能交通系统的项目是可行的,它可以通过节约出行时间、减少事故损失等来提升经济效益;在社会环境评价中,温州的智能交通系统可以比较好地提高社会、经济和环境效益,但从提高路网通行率、满足出行需求、调整城市结构和降低尾气排放等单项指标上还有较大的提升空间。因此,论文提出丰富评价主体、深化评价应用、提升系统功能、拓宽资金渠道、加快人才培养等相关建议,为温州智能交通系统建设提供一些参考。
[Abstract]:Intelligent Transportation (ITS) is a scientific and technological means to solve a series of urban traffic problems, such as traffic congestion, traffic accidents, environmental pollution and so on. It is an important measure to improve the comprehensive strength of urban traffic construction. It is of profound significance to promote the humanistic taste, beautify the natural environment and promote the development of economy and science and technology. Wenzhou Intelligent Transportation was founded in 2011. At present, it is in the period of large-scale service application. Due to the lack of systematic evaluation method and theory system in our country, Wenzhou has been groping and experimenting in the process of practical application of ITS. In order to improve the development level of ITS system, give full play to the role of ITS in traffic assistance, realize the long-term mechanism of intelligent management of ITS, and establish a scientific and complete system, The efficient evaluation system of ITS system needs to be solved urgently. This paper probes into the present situation of the construction and development of ITS at home and abroad, probes into the classification and evaluation method of the benefit of ITS system project, and divides the benefit evaluation into economic evaluation and social environment evaluation. This paper puts forward the evaluation model of ITS system benefit. According to the evaluation model, this paper evaluates the construction and operation of Wenzhou ITS system according to the present situation of Wenzhou ITS construction and development. The economic evaluation adopts "cost-benefit analysis", the "pre-and post-comparison method" is used to compare and analyze the relevant data before and after the implementation of the ITS project, and the social and environmental evaluation adopts the evaluation method of "fuzzy analytic hierarchy process". The social and environmental benefits of Wenzhou ITS system are evaluated by expert scoring method and questionnaire survey. The lack of systematic evaluation model is not conducive to the development of Wenzhou intelligent transportation system. Considering the sociality and economy of intelligent transportation system, the evaluation model needs to include economic evaluation and social environment evaluation. In the economic evaluation, Wenzhou Intelligent Transportation system project is feasible, it can save travel time, reduce accident loss and so on to enhance economic benefits. The intelligent transportation system in Wenzhou can improve social, economic and environmental benefits, but there is still much room for improvement in terms of increasing road network traffic rate, meeting travel demand, adjusting urban structure and reducing exhaust emissions. The paper puts forward some suggestions such as enriching the evaluation subject, deepening the evaluation application, enhancing the system function, widening the fund channel, speeding up the training of talents and so on, which can provide some references for the construction of Wenzhou Intelligent Transportation system.
