省域高速公路交通事故救援组织研究

【摘要】:我国近二十年来快速修建和改扩建了数条高速公路,为高速公路交通运输带来了机遇和挑战。然而,也带来了高速公路交通安全事故频繁发生,事故死亡率上升,直接影响到区域经济发展和社会秩序。开展省域高速公路事故应急预救援体系的研究,具有重要的理论意义和实践应用价值。本文旨在借鉴国内外先进经验,采用新理论和新方法,利用管理学、交通学、安全学、法学和其他科技手段来预防我国省域高速公路事故救援问题。论文通过对比国内外对高速公路事故救援体系及其关键技术的研究现状,借鉴高速公路事故救援方面的先进经验和技术,找到我国省域高速公路事故救援体系的不足和问题,并从理论和技术两个层面,明确高速公路事故救援研究思路。通过对救援体系构件的研究,从制度层面探索提高事故响应速度和救援效果的机制和运行规则。采用先进的事故预警算法和机制,基于博弈理论构建了救援决策模型,实现死亡人数最少,受伤人数最少,经济损失最少的目标。同时对事故救援站点的数量和选址进行探讨,提出了救援体系的评价方法,为系统的改善提供可靠的依据。针对应急救援平台的实时监控、设施管理、高效处置和信息交互要求,采用视频联网、物联网和车联网、网络信息平台技术实现平台的高效运行。从网络化和信息化的角度规划设计交通事故应急平台及综合事故处理流程。通过两个案例对本研究所提出的方法进行了验证,证明了本文所研究的救援体系的可靠和有效性。
[Abstract]:In the past twenty years, several freeways have been built and expanded rapidly in China, which brings opportunities and challenges to highway transportation.However, it also brings frequent accidents of highway traffic safety, and the death rate of accidents increases, which directly affects the development of regional economy and social order.It is of great theoretical significance and practical application value to carry out the research of provincial expressway accident emergency pre-rescue system.The purpose of this paper is to use the advanced experience at home and abroad for reference, to adopt new theories and methods, and to use management, traffic, safety, law and other scientific and technological means to prevent the problem of expressway accident rescue in our country.By comparing the research status of expressway accident rescue system and its key technology at home and abroad, this paper draws lessons from the advanced experience and technology of expressway accident rescue, and finds out the shortcomings and problems of expressway accident rescue system in our country.And from the theory and technology two levels, clear highway accident rescue research ideas.Through the research on the components of the rescue system, the mechanism and operation rules of improving the response speed and rescue effect of the accident are explored from the system level.The rescue decision model based on game theory is constructed by using advanced accident warning algorithm and mechanism to achieve the goal of the least death number, the least injury number and the least economic loss.At the same time, the number and location of the accident rescue stations are discussed, and the evaluation method of the rescue system is put forward, which provides a reliable basis for the improvement of the system.Aiming at the requirements of real-time monitoring, facility management, efficient disposal and information exchange of emergency rescue platform, the technology of video network, Internet of things and vehicle network is used to realize the efficient operation of the platform.From the angle of network and information, the traffic accident emergency platform and the comprehensive accident treatment flow are planned and designed.The proposed method is verified by two cases, which proves the reliability and effectiveness of the rescue system studied in this paper.
