可持续公交战略规划与评价方法研究及深圳实践探讨

【摘要】：中国城市化进程使得城市规模和人口迅速膨胀,出行需求与日俱增。出行方式机动化的大幅提高和城市用地开发方式等诸多因素的共同影响,使得可持续公交的规划在中国发展环境下的理论和实践都面临巨大的挑战。国内大都市的交通出行面临着结构性的问题导致拥堵不断增长,城市公共交通系统的规划建设不能伴随着城市发展实现可持续公交发展的战略目的。在此背景下,本研究立足于将可持续发展的观念引入“公交优先”的规划策略里,创建一个可持续发展的公交战略规划体系。本论文的目标是借鉴国外的研究经验、结合国内的实际情况,对我国城市和可持续交通发展目标进行审视和论证。探索适合中国城市特征的可持续公交系统发展的规划理论和实践方法。落实可持续公交规划建设的内涵、评估方法,全面落实可持续城市发展计划所提出的公交发展战略。具体内容包括：明确可持续公交的内涵：保证在城市发展的框架5个方向上实现可持续公交的可持续发展。其核心问题是处理好土地开发、产业规划、交通建设和城市发展的互动关系。其中一个重要原则是保证不同人群的利益公平性。开发定量研究平台：通过对以公交模型和环境模型为基础的平台开发,本研究实现了公交规划战略评估体系的量化分析。这套评估体系集合了社会影响、经济促进性、交通功能、环境影响和资源利用等5个方面的内容。然后应用综合评估指标算法得到综合评估指标,以便对多个战略方案进行对比和排序。建立可持续公交战略规划体系解决方案库：本论文创建了4个解决方案库,对公交系统与城市形态协调的措施、公交系统政策和管理的措施、公交系统自身规划的措施、公交系统硬件设施配置等一系列公交战略规划体系进行了规范建设。当目前城市公交系统的评估指标不满足可持续发展需求时,该体系能够提供具体措施和方法加以改进不足。它的建立可为交通决策者提供系统、规范化的措施选择,实现最终方案的标准化。建立反馈系统：可持续公交的实现不是一蹴而就的过程,不断地规划建设实践中通过评估-发现不足-确定措施-实施措施-重新评估这样一个循环系统,对既有公交系统不适应可持续发展的方面可以不断生成措施加以改进,通过循环往复以达到最终可持续发展的目标。本论文提出的具体研究路线和方法以深圳城市的规划为例,对其交通现状和未来的交通需求进行了例证分析。针对其未来迫切需要解决的交通问题,提出了6个公交战略。通过开发深圳市的公交模型和环境模型的研究平台,对这些公交战略进行了系统地分析评估和比选,分析结果进行了综合合地解读。对不能满足需求的公交战略,在战略规划体系的解决方案库里找到相应的解决,不断反馈改善办法。最终完成了战略目标,对本研究提出的公交规划战略体系实现了成功的论证。
[Abstract]:China city urbanization makes the city scale and population expansion, travel demand.
