政府与社会资本合作项目利益相关者影响力分析——基于美国州立高速公路项目的实证研究

【摘要】：为探索政府与社会资本合作(Public-Private-Partnership,PPP)项目中存在哪些重要的利益相关者以及哪些因素决定了利益相关者的影响力,本文以两个高速公路PPP项目为例进行了如下研究。根据项目过程交流、工作和合同关系建立了社会网络模型,从而分析项目利益相关者的社会影响力、职权影响力和经济影响力;采用多元回归分析方法来探究利益相关者影响力与利益相关者在不同类型的网络所处的位置之间的关系。结果表明,社会网络模型可以有效地寻找出PPP项目中核心或是边缘的利益相关者,利益相关者的影响力可以通过各类网络的中心度指标来反映。利益相关者在交流关系网络、工作关系网络和合同关系网络的位置极大地影响了它所拥有的社会影响力、职权影响力和经济影响力。研究最后提出PPP项目利益相关者管理的针对性建议。
[Abstract]:In order to explore which important stakeholders exist in Public-Private-Partnership PPP project and which factors determine the influence of stakeholders, this paper takes two expressway PPP projects as an example.According to the project process communication, work and contract relationship, the social network model is established to analyze the social influence, authority influence and economic influence of the project stakeholders.Multiple regression analysis is used to explore the relationship between the influence of stakeholders and the position of stakeholders in different types of networks.The results show that the social network model can effectively find out the core or edge stakeholders in the PPP project, and the influence of the stakeholders can be reflected by the centrality index of all kinds of networks.The position of stakeholders in the communication relationship network, the work relationship network and the contract relationship network has greatly affected its social influence, authority influence and economic influence.At the end of the study, the author puts forward some suggestions on stakeholder management of PPP project.
