云南省高速公路建设安全管理研究

【摘要】：我国高速公路建设始于上海至嘉定高速公路,于1988年建成通车。至今,经过我国公路人的拼搏及国人的努力和国家领导人的重视,高速公路建设事业得到了空前的、史无前例的迅猛发展,高速公路通车总里程已跃居全球第一。与此同时,我国高速公路建设机械化程度越来越高,工期也越来越短,建设期安全问题日渐突出,高速公路建设安全事故不断增多,云南省高速公路建设安全也不例外。随着我国高速公路通车里程的不断增加(至2016年,我国高速公路建成通车总里程13万公里)。高速公路给国人带来方便、高效、快捷的同时,交通事故所造成的人员伤亡及财产损失也给我们带来了深刻的、伤痛的思考。近十年以来,我国的学者们对高速公路建设引发的安全问题展开了研究。高速公路建设过程中的各种主要风险因素倍受重视,相关的风险分析和管理理论已成为一种技术被应用于高速公路项目建设实际当中。云南省自然环境复杂而且独特,随着建设行业机械化程度的快速提高,经济发展的需要,云南省高速公路建设事业得到了空前的、迅猛的发展。但近年云南省建成通车的石(石屏)红(红龙厂)高速公路、曲(曲靖)陆(陆良)高速公路、西(西桥)石(石林)、江(江底)召(召夸)高速公路等的建设实践进一步说明:很有必要进行云南省高速公路建设安全管理研究,对云南省高速公路建设安全进行全面科学的管理。高速公路是国家的重要经济基础设施,是国家的经济命脉。但高速公路建设具有建设期长、外界干扰大、较强的流动性、协作要求高、客观因素影响大等特点,导致高速公路建设领域的安全事故率不断上升,从而使高速公路建设受到了一定的制约,云南省高速公路建设也不例外。本文在总结云南省高速公路建设经验的基础上,对云南省高速公路建设安全管理对策进行研究。结合国内外成功经验,运用公共管理学和经济学的理论对建设安全管理成果与不足进行研究,强调安全管理要依法进行。通过采取建立健全云南省高速公路建设安全管理体系、加大安全建设投入、提升参建人员的持证率等措施,对云南省高速公路建设安全管理发展战略进行创新。
[Abstract]:The expressway construction of our country started from Shanghai-Jiading Expressway and opened to traffic in 1988. So far, thanks to the hard work of the highway people, the efforts of the Chinese people and the attention of the national leaders, the cause of highway construction has been unprecedented, unprecedented rapid development, the total mileage of expressway traffic has leapt to the first place in the world. At the same time, the degree of mechanization of highway construction in our country is getting higher and higher, the construction period is shorter and shorter, the safety problems in the construction period are becoming more and more prominent, the accidents of highway construction are increasing, and the safety of highway construction in Yunnan Province is no exception. With the increasing mileage of freeway in China (by 2016, the total mileage of expressway is 130000 kilometers. Expressway brings convenience, efficiency and quickness to Chinese people. At the same time, the casualties and property losses caused by traffic accidents also bring us profound and painful thinking. In the past ten years, Chinese scholars have studied the safety problems caused by highway construction. The main risk factors in the process of expressway construction have been paid more attention to, and the related risk analysis and management theory have become a kind of technology which has been applied in the highway project construction practice. The natural environment of Yunnan Province is complex and unique. With the rapid improvement of mechanization degree of construction industry and the need of economic development, the expressway construction in Yunnan Province has been unprecedented and rapid development. However, the Stone (Shiping) Red (Red Dragon Factory) Expressway and qu (Qujing) Lu (Luliang) Expressway have been built and opened to traffic in Yunnan Province in recent years. The construction practice of the west (Xiqiao) stone (stone forest), Jiang (Jiangdi) Zhao (Zhaokua) expressway further shows that it is necessary to study the safety management of highway construction in Yunnan Province. To Yunnan Province highway construction safety carries on the comprehensive scientific management. Expressway is the country's important economic infrastructure, is the national economic lifeline. However, the expressway construction has the characteristics of long construction period, large external interference, strong mobility, high requirement of cooperation, great influence of objective factors, and so on, which leads to the increasing safety accident rate in the field of highway construction. As a result, highway construction has been restricted, Yunnan Province highway construction is no exception. On the basis of summarizing the experiences of expressway construction in Yunnan province, this paper studies the countermeasures of safety management of expressway construction in Yunnan province. Combined with the successful experience at home and abroad, this paper studies the achievements and shortcomings of construction safety management by using the theories of public management and economics, and emphasizes that safety management should be carried out according to law. By establishing and perfecting the safety management system of expressway construction in Yunnan province, increasing the investment in safety construction and improving the certificate holding rate of the participants, the development strategy of safety management of expressway construction in Yunnan Province is innovated.
