基于路内停车巡游的停车收费策略研究

【摘要】:停车收费作为停车管理的一项重要策略,其对交通环境改善的作用是非常明显的,国内对于停车收费策略的研究比较丰富。目前停车收费策略的研究中大多将不同的停车设施系统孤立考虑,没有考虑停车系统内停车者对停车收费策略的停车选择反馈,以及在这一停车选择过程中大量存在的路内停车巡游现象,从而制定的停车收费策略不能很好地反映实际情况。本文从停车选择行为过程出发,分析了停车选择的影响因素,主要包括停车收费价格、停车旅行时间、停车位寻找时间、停车后步行距离、停车信息等。并基于停车位寻找时间,针对以往被忽视但却大量存在的路内停车巡游车辆的具体巡游时间展开研究。依据路内停车晶特性分析得出路内停车巡游时间的具体影响因素为路内停车拥挤度和路段拥挤度,并以此对停车搜索时间模型进行改进应用,给出路内停车巡游时间模型,从而给出路内路外停车广义费用。引入用户均衡网络模型来描述路内路外的停车方式选择,以此建立停车者行为反馈的用户均衡网络下层模型。之后分别以经济效益最优和社会效益最优为上层模型建立基于停车行为反馈的停车系统双层规划模型,并设计基于灵敏度分析的求解算法,探讨基于停车者行为反馈下的最优停车收费策略,为停车收费策略的制定提供新的思路与参考。最后依据论文给出的双层规划模型设计算例并求解分析,分别得出了经济效益最优以及社会效益最优目标下的停车收费策略,主要得出以下分析结果:1)社会效益目标下的停车总需求大于经济效益目标下的停车总需求2)当以社会效益为最优目标时,路内停车的分担率有所下降。最后基于算例分析结果从停车系统效益、停车需求、停车分担率、停车位占有率以及路内停车巡游时间五个方面对停车策略提出了相关建议。
[Abstract]:As an important strategy of parking management, parking fee plays an important role in improving traffic environment. At present, most of the researches on parking pricing strategy consider the different parking facility systems in isolation, and do not consider the parking choice feedback from the parking users in the parking system. And a large number of on-street parking parade phenomenon exists in the process of parking selection, so the parking pricing strategy can not reflect the actual situation very well. Based on the process of parking choice, this paper analyzes the influencing factors of parking choice, including parking fee price, parking travel time, parking space searching time, walking distance after parking, parking information and so on. Based on the search time of parking space, this paper studies the specific patrol time of the vehicle which is neglected but exists in the road. According to the analysis of the crystal characteristics of the parking in the road, the specific influencing factors of the patrol time of the parking in the road are the congestion degree and the congestion degree of the section of the road, and the parking search time model is improved and applied, and the time model of the on-street parking parade is given. Thus, the generalized cost of parking on and off the road is given. The user equilibrium network model is introduced to describe the parking mode selection in and out of the road, and the lower layer model of the user equilibrium network with feedback of parking behavior is established. After that, a parking system bilevel programming model based on parking behavior feedback is established with the optimal economic and social benefits as the upper level model, and the algorithm based on sensitivity analysis is designed. This paper discusses the optimal parking pricing strategy based on the feedback of parking behavior, and provides a new way of thinking and reference for the formulation of parking toll strategy. Finally, according to the design example of the bilevel programming model given in the paper and the solution analysis, the parking toll strategy under the optimal economic benefit and the optimal social benefit is obtained, respectively. The main results are as follows: 1) the total parking demand under the social benefit target is larger than the parking total demand under the economic benefit target) when the social benefit is taken as the optimal goal, the share rate of in-road parking decreases. Finally, based on the results of the example analysis, some suggestions on parking strategy are put forward from five aspects: the benefit of parking system, parking demand, parking share, parking space occupancy and on-street parking cruise time.
