河源市农村道路交通安全现状与对策研究

【摘要】：农村道路是河源市公路网的重要组成部分,近年来道路里程和交通量持续快速增长,具有点多、线长、面广的特点,将全市的每个镇和每个村都连接了起来,对农村的经济发展和农民的日常出行起着很重要的作用。农村道路交通安全是河源市道路交通安全的短板,由于农村道路条件和交通管理滞后于交通需求,导致交通事故频发。从近年来的统计看,河源市农村道路交通事故总数保持在高位,死亡、受伤人数占全市总数的比例波动上升,趋势较为明显。农村道路交通事故多发,造成了社会财富的极大浪费,严重延缓了农村经济的发展,并直接影响到河源市全面建成小康社会的目标实现。做好河源市农村道路交通安全工作,是一项重要的基础工作,也是一项长期的战略任务。本课题运用事故致因理论和本质安全理论,根据河源市近五年来农村道路所发生的真实死亡交通事故,详细统计和分析农村道路死亡交通事故的发生趋势、时间、地点、碰撞形态、车辆类型等。结合部分典型交通事故案例,既从引发交通事故的交通参与者不安全行为和车辆、道路不安全状态分析,更从农村道路交通安全的组织架构设计、技术、管理、规范及文化等方面做深入的分析,寻找河源市农村道路交通安全存在的问题。在此基础上,以实现道路交通系统内外和谐为目标,从创新农村交通安全宣传教育、健全农村道路交通法规、构建农村道路安全防控体系、提高农村道路交通设施安全水平、规范农村道路通行秩序、完善农村客运市场体系、建立农村道路应急救援体系等七方面入手,寻求保证农村交通安全的对策。系统地研究河源农村交通安全的现状与对策,对预防和减少农村交通事故,保障国家、集体和人民群众生命财产的安全具有十分重要的现实意义。
[Abstract]:Rural roads are an important part of the road network of Heyuan City. In recent years, road mileage and traffic volume have continued to grow rapidly, with the characteristics of many points, long lines, and wide areas, connecting every town and every village in the city. Rural economic development and farmers daily travel plays a very important role. Rural road traffic safety is a short board of road traffic safety in Heyuan city. Because the rural road condition and traffic management lag behind the traffic demand, traffic accidents occur frequently. According to the statistics in recent years, the total number of road traffic accidents in Heyuan City remains at a high level, and the proportion of the total number of dead and injured in the whole city fluctuates, and the trend is obvious. The frequent road traffic accidents in rural areas have caused a great waste of social wealth, seriously delayed the development of rural economy, and directly affected the realization of the goal of building a well-off society in an all-round way in Heyuan City. It is an important basic work and a long-term strategic task to do a good job of road traffic safety in Heyuan City. This subject applies the theory of accident cause and essential safety, according to the real fatal traffic accidents on rural roads in Heyuan city in the past five years, statistics and analyses in detail the occurrence trend, time and place of rural road fatal traffic accidents, Collision patterns, vehicle types, etc. Combined with some typical traffic accident cases, not only from the traffic participants' unsafe behavior and vehicle, road unsafe state analysis, but also from the rural road traffic safety organization design, technology, management, In order to find out the problems of road traffic safety in Heyuan City, the standardization and culture are analyzed in depth. On this basis, in order to realize the harmony inside and outside the road traffic system, we should innovate the rural traffic safety propaganda and education, perfect the rural road traffic laws and regulations, construct the rural road safety prevention and control system, and improve the safety level of the rural road traffic facilities. In order to improve the rural passenger transport market system and establish the rural road emergency rescue system, the countermeasures to ensure the rural traffic safety are sought in order to standardize the rural road traffic order and improve the rural passenger transport market system. A systematic study of the present situation and countermeasures of rural traffic safety in Heyuan is of great practical significance in preventing and reducing traffic accidents in rural areas and ensuring the safety of life and property of the state, collectives and the masses of the people.
