国内外对道路规划设计相关规定的比较研究

【摘要】:随着城市化进程愈来愈快,人们对交通方面的需求越来越高,交通问题愈演愈烈,影响了城市的健康发展,因此城市交通问题亟需解决。但是政府以及相关专业人员都是“以交通论交通”来分析成因,而很少从城市规划和交通道路设计的衔接来分析一系列的交通问题。基于上诉情况,本文通过对比国内外对道路规划设计相关规定,分析国内外指导性规范规定的差异性;并从城市规划编制与交通规划设计的衔接、交通规划设计的流程、交通规划设计的理念等角度出发,分析国内外道路规划实施过程中的优缺点。通过对规范自身和规范执行的过程的研究,分析各个要素,结合国内外的规范、规划实施程序以及案例对比分析,尝试找出我国道路规划设计结果不精细的原因,并提出相关改进建议。通过研究分析发现,影响我国道路规划设计到实施有5点因素:①规范自身有待更新;②规范执行过程中出现问题(城市规划与交通规划的衔接);③规范对道路设计的指标控制要求过低;④规划设计者的规划能力有限;⑤规划设计者被动服从性。本论文重点研究因素①和因素②。因素①中重点研究规范中交叉口、路段(横断面)以及交通控制的各个要素的控制深度、技术指标以及图例等;因素②中重点研究城市规划编制与交通规划设计的衔接,找出规划编制中对交通规划设计的要求和控制指标,并研究详细规划设计对道路设计的影响。最后建议我国控制性详细规划等规划设计过程中,将道路设计规范作为最低标准,以道路的使用者为出发点进行以人为本的交通设计;建议我国的规范可以在强制性要求的基础上增加案例设计指导等通俗易懂的专业内容,让设计师和项目直接受益者都能方便查阅,也便于为管理者提供管理依据;提出道路规划设计参照准则。
[Abstract]:With the rapid development of urbanization, the demand for traffic becomes higher and higher, and the traffic problem becomes more and more serious, which affects the healthy development of the city, so the urban traffic problem needs to be solved urgently. However, the government and related professionals are "traffic theory" to analyze the causes, and rarely from the connection of urban planning and traffic road design to analyze a series of traffic problems. Based on the appeal situation, this paper analyzes the differences between the domestic and foreign guidelines by comparing the relevant provisions of road planning and design at home and abroad, and from the connection between urban planning and traffic planning and design, traffic planning and design process, From the point of view of traffic planning and design, the advantages and disadvantages of road planning at home and abroad are analyzed. Through the study of the standard itself and the process of the implementation of the norm, this paper analyzes the various elements, combines the domestic and foreign norms, planning implementation procedures and comparative analysis of cases, and tries to find out the reasons why the results of the road planning and design in our country are not precise. And put forward some suggestions for improvement. Through research and analysis, it is found that there are five factors that affect the design and implementation of road planning in China. (3) the index control of road design in the code is too low. 4. The planning ability of the designer is limited and the designer is passively obedient. This paper focuses on factor 1 and factor 2. Factor 1 focuses on the control depth, technical index and legend of the intersection, section (cross section) and traffic control elements in the specification, and factor 2 focuses on the link between urban planning and traffic planning design. The requirements and control indexes of traffic planning and design are found out, and the influence of detailed planning and design on road design is studied. Finally, it is suggested that in the planning and design process of controlling detailed planning, the road design code should be taken as the minimum standard, and the road users should be taken as the starting point to carry out the people-oriented traffic design. It is suggested that the standard of our country can add the easy-to-understand professional content such as case design guidance on the basis of mandatory requirements, so that designers and direct beneficiaries of projects can be easily consulted, and also can provide management basis for managers; The reference criteria for road planning and design are proposed.
