【摘要】：党的十七届六中全会把推进文化大发展大繁荣作为决定,将文化建设提升到了更高层面,为建设文化强国提供了制度支撑。党的十八大以来,习近平总书记在多个场合表述了文化自信的内涵,文化自信也成为继道路、理论和制度自信之后,中国特色社会主义的第四个自信。文化灵魂,无论之于一个民族、一个国家,还是对于一个单位、一个家庭,都起着根本性的导向作用。近年来,扬州海事局始终把提升文化建设“软实力”当成一项“硬任务”来抓,就基层海事文化建设框架、内容和路径开展了理论研究和实践探索,坚持以文化人、以文聚人,以文化品牌建设为突破,形成了兼具扬州地方特色和海事行业特点的文化系统,取得了一定成果。本文将通过比较分析、经验总结和理论分析的方式,在深入挖掘扬州海事文化的历史渊源的基础上,系统梳理扬州海事文化的发展脉络,从物质、制度、行为和精神文化等多个角度解构扬州海事文化,全面总结扬州海事文化建设成果,为扬州海事文化再建设、再发展、再繁荣奠定基础。同时,认真总结分析当前制约扬州海事文化建设和发展的因素和扬州海事文化建设面临的新挑战,借鉴行业内外经验,深入探索扬州海事文化的发展方向和建设实践路径。本文最终将提出扬州海事文化建设的实践路径,从理念、平台、环境和机制等方面分析,达到“价值认同、行为自觉,融入特色、培塑形象,促进和谐、服务发展”的目的,进一步凝聚人心,提升职工的归属感,促进单位的协调发展,在服务经济建设中发挥力量,为基层海事文化建设提供样本和标签。
[Abstract]:The sixth Plenary session of the 17th CPC Central Committee took the promotion of cultural development and prosperity as a decision, promoted the cultural construction to a higher level, and provided institutional support for the construction of a cultural power. Since the 18th National Congress of the Party, General Secretary Xi Jinping has expressed the connotation of cultural self-confidence on many occasions, and cultural self-confidence has become the fourth confidence of socialism with Chinese characteristics after the road, theory and system confidence. The soul of culture plays a fundamental role in guiding a nation, a country, a unit and a family. In recent years, the Yangzhou Maritime Affairs Bureau has always regarded the promotion of "soft power" in cultural construction as a "hard task" to carry out theoretical research and practical exploration on the framework, content and path of grass-roots maritime cultural construction, insisting on using cultural people and gathering people with literature. With the breakthrough of cultural brand construction, a cultural system with both Yangzhou local characteristics and maritime industry characteristics has been formed, and some achievements have been made. In this paper, through comparative analysis, experience summary and theoretical analysis, on the basis of deeply excavating the historical origin of Yangzhou maritime culture, this paper systematically combs the development of Yangzhou maritime culture, from the material, the system, In order to lay a foundation for the re-construction, development and prosperity of Yangzhou maritime culture, the author deconstructs Yangzhou maritime culture from the aspects of behavior and spiritual culture, and summarizes the achievements of Yangzhou maritime culture construction in an all-round way. At the same time, the factors restricting the construction and development of marine culture in Yangzhou are summarized and analyzed, and the new challenges faced by the construction of maritime culture in Yangzhou are analyzed, and the development direction and practical path of maritime culture in Yangzhou are explored based on the experience of both inside and outside the industry. This paper will finally put forward the practical path of Yangzhou maritime culture construction, and analyze it from the aspects of concept, platform, environment and mechanism, so as to achieve the purpose of "value identity, behavior consciousness, integration of characteristics, cultivation of image, promotion of harmony and service development". Further agglomerate the people, enhance the sense of belonging of the workers, promote the coordinated development of the units, play a role in the construction of service economy, and provide samples and labels for the construction of maritime culture at the grass-roots level.
