重庆城区公交区域化经营管理方案研究

【摘要】:近年来,随着我国社会经济的快速发展,城市交通拥堵问题日益凸显,“公交优先”已成为我国各大城市缓解交通拥堵的有效途径。自2004年我国实施“公交优先”发展战略以来,城市公共交通取得了长足发展,但仍存在运营管理机制不畅、出行分担率不足、基础设施欠缺等诸多问题。其中,运营管理机制不畅问题尤为突出,已成为制约我国城市公交进一步发展的瓶颈问题之一。可见,如何建立科学、合理的城市公交经营管理长效机制,对于进一步推动我国城市公交发展、提升公交服务水平、提高出行分担率十分必要。因此,本文以重庆市为例,开展城区公交区域化经营管理机制研究具有重要的现实意义。本文首先在剖析重庆主城区空间布局发展趋势的基础上,分析了重庆主城区常规公交发展现状特点,归纳了常规公交发展存在的深层问题,阐述了重庆城区建立公交区域化经营管理机制的必要性;其次,从区域化经营的概念出发,剖析了公交区域化经营管理体制的内涵,诠释了公交区域化经营的策略与方法,分析了公交区域化经营的弊端及解决对策;然后,结合重庆主城区公交发展实情,根据公交经营区域划分,提出了重庆主城区公交区域化经营管理方案,包括公交区域化经营主体整合方案、公交线网及资源优化配置组织方案,提出了公交区域化经营需解决的问题;最后,根据重庆主城区公交区域化经营方案的实施时序,采用基于“四阶段法”的客流预测模型,评价了区域化经营为公交企业以及市民出行带来的直接效益,包含社会经济效益和企业管理效益。本文以公交区域化经营管理机制为研究对象,基于重庆主城区常规公交发展现状存在的问题,通过公交区域化经营管理机制实施策略研究,提出了重庆主城区公交区域化经营管理机制方案。研究成果能为重庆市主城区公交经营管理机制改革奠定良好基础,为进一步完善我国公交优先发展战略提供一定理论依据。
[Abstract]:In recent years, with the rapid development of social economy in China, the problem of urban traffic congestion has become increasingly prominent. "bus priority" has become an effective way to alleviate traffic congestion in major cities of China. Since the implementation of the "bus priority" development strategy in China in 2004, urban public transport has made great progress, but there are still many problems such as poor operation management mechanism, insufficient travel sharing rate, lack of infrastructure and so on. Among them, the problem of poor operation management mechanism is particularly prominent, which has become one of the bottleneck problems restricting the further development of urban public transport in China. It can be seen that how to establish a scientific and reasonable long-term mechanism of urban public transport management is necessary to further promote the development of urban public transport in China, improve the level of public transport services, and improve the travel sharing rate. Therefore, taking Chongqing as an example, it is of great practical significance to study the management mechanism of urban transit regionalization. On the basis of analyzing the development trend of the spatial layout of Chongqing's main urban area, this paper analyzes the characteristics of the development of Chongqing's main urban area's conventional public transport, and summarizes the deep problems existing in the development of Chongqing's main urban area. This paper expounds the necessity of establishing the management mechanism of public transport regionalization in Chongqing urban area, secondly, starting from the concept of regionalization management, analyzes the connotation of the regionalization management system of public transport, and explains the strategies and methods of the regionalization management of public transport. This paper analyzes the disadvantages of public transportation regionalization management and its countermeasures, and then, according to the actual situation of public transport development in Chongqing main urban area and the division of public transport management area, puts forward the management plan of public transport regionalization in Chongqing main urban area. Including the bus regionalization management main integration plan, bus network and resources optimization allocation organization plan, put forward the bus regionalization management needs to solve the problems; finally, according to Chongqing main urban area bus regionalization operation plan implementation timing, In this paper, the passenger flow forecasting model based on "four-stage method" is used to evaluate the direct benefits of regionalization for public transportation enterprises and citizens, including social economic benefits and enterprise management benefits. This paper takes the regional management mechanism of public transport as the research object, based on the problems existing in the development of the regular public transport in Chongqing main urban area, and carries out the strategy research through the regional management mechanism of public transport. This paper puts forward the scheme of regional management and management of public transportation in Chongqing main urban area. The research results can lay a good foundation for the reform of the management mechanism of public transportation in Chongqing's main urban area and provide a theoretical basis for further improving the development strategy of public transport priority in China.
