【摘要】:城乡一体化是中国现代化和城市化发展的一个新阶段,城乡一体化就是要把工业与农业、城市与乡村、城镇居民与农村村民作为一个整体,统筹谋划、综合研究,通过体制改革和政策调整,促进城乡在规划建设、产业发展、市场信息、政策措施、生态环境保护、社会事业发展的一体化,改变长期形成的城乡二元经济结构,实现城乡在政策上的平等、产业发展上的互补、国民待遇上的一致,让农民享受到与城镇居民同样的文明和实惠,使整个城乡经济社会全面、协调、可持续发展。实现城乡一体化,交通应先行。加快城乡公交一体化,是统筹城乡发展、推进城市化进程的关键基础工程,是全面建设小康社会的民生工程。加快农村道路建设,改善农村通行条件是推进城乡公交一体化进程的一项重要工作任务,是经济社会发展的必然条件。本文以云南省安宁市为例,展开研究。本文通过介绍安宁城乡公交一体化的现状,总结经验,并结合实际操作中遇到的困难,分析存在问题,在此基础上,借鉴国内外先进经验和做法,结合安宁市当前的实际情况,提出城乡公交一体化的一些对策建议,旨在为同类型的城市城乡公交一体化建设提供一定的借鉴。第一章绪论部分,主要是阐明了研究背景、研究的意及必要性,通过相关的文献综述了国内研究现状,对研究内容进行了界定,提出了本文的研究思路及研究方法;第二章主要论述了城乡公交一体化内涵及城乡公交的基础设施,从城乡一体化内涵及特点分析演进到公交一体化的内涵总结,同时对公交路线及客流、站场配置、车辆选型、票制票价和运营机制的理论进行分析,为实施和完善安宁城乡公交一体化寻找理论依据;第三章描述安宁市实施城乡公交一体化现状,从基础设施建设、公交运营模式、政府财政投入、行业监管等四个方面分析实施中存在的主要问题;第四章从运营体制、政府扶持机制、行业监管三个方面介绍和总结国内城乡公交一体化实施的成熟经验,得出完善安宁市城乡公交一体化借鉴的地方;第五章是针对上面提出的问题,结合理论和实践经验,对安宁市城乡公交一体化提出解决的思路,并给出了具体建议;第六章为总结本文的研究结论,对未来研究方向做出展望。结论部分对全文进行回顾和总结,指出文中的不足和今后研究的方向。本文的创新之处是选择安宁这个西南地区具有典型特点的城市进行城乡公交一体化的研究,从城乡公交一体化的实施条件进行了系统的论述,理论和实践并行。首先,从城乡公交一体化理论及基础设施的配置、营运管理的机制入手,为城乡公交一体化的实施打下基础,为城乡公交一体化改革的对策建议提供理论依据。其次,在实践方面,以安宁市为例,对目前城乡公交一体化实施的现状以及存在的问题进行系统地分析,在借鉴国内外成熟经验的基础上,提出问题的解决思路和建议。对于中小城市城乡公交一体化的研究,这项工作国内研究相对较少,但在过往几年的经济发展中,中小城市的地位愈发重要,所以说对中小城市城乡公交一体化改革中系统性问题的研究以及改革还是具有积极作用的。
[Abstract]:The integration of urban and rural areas is a new stage of China's modernization and urbanization. The integration of urban and rural areas is to take the industry and agriculture, cities and villages, urban residents and rural villagers as a whole, plan and study comprehensively, and through system reform and policy adjustment to promote urban and rural development, industry development, market information and policy measures. With the integration of ecological environment protection and social development, the two yuan economic structure of urban and rural areas has been changed for a long time, the equality between urban and rural areas, the complementarity of industrial development and the agreement on national treatment make the farmers enjoy the same civilization and benefits as urban and rural residents, and make the whole urban and rural economic and social comprehensive, coordinated and sustainable development. To realize the integration of urban and rural areas, traffic should be advanced. Speeding up the integration of urban and rural public transportation is the key foundation project of coordinating urban and rural development and promoting the process of urbanization. It is the livelihood project of building a well-off society in an all-round way. It is an important task to accelerate the construction of rural roads and improve the rural traffic conditions, which is an important task of the integration process of urban and rural public transportation, and is the economic society. This article takes the Anning City of Yunnan Province as an example to carry out the research. This article introduces the present situation of the tranquillity urban and rural public transportation integration, summarizes the experience, and analyzes the problems in the actual operation, and on this basis, draw on the advanced experience and practice at home and abroad, and combine the actual situation of the Anning City, and put forward the city. Some countermeasures and suggestions for the integration of rural public transportation are designed to provide some reference for the integration of urban and rural public transportation in the same type. The first chapter is the introduction part, which mainly clarifies the research background, the meaning and necessity of the research, summarizes the status of domestic research through relevant literature, defines the research content, and puts forward the research of this paper. The second chapter mainly discusses the connotation of the integration of urban and rural public transportation and the infrastructure of urban and rural public transport, from the analysis of the connotation and characteristics of urban and rural integration to the connotation of the integration of public transportation, and the analysis of the theory of bus route and passenger flow, station configuration, vehicle selection, ticket price and operation mechanism. The third chapter describes the current status of the integration of urban and rural public transport in Anning City, analyzes the main problems in the implementation of four aspects, including infrastructure construction, bus operation mode, government financial input, industry supervision and so on; the fourth chapter is from operation system, government support mechanism, and industry supervision three. This paper introduces and summarizes the mature experience of the integrated implementation of urban and rural public transport in China, and draws a place to improve the integration of urban and rural public transport in Anning City. The fifth chapter is to put forward a solution to the integration of urban and rural public transport in Anning City Based on the above problems and combine theory and practice experience. The sixth chapter is a summary of this paper. The conclusion of this paper is to look forward to the future research direction. Conclusion part of the full text is reviewed and summarized, pointing out the shortage and future research direction. The innovation of this paper is to choose the urban and rural public transport integration in the city with typical characteristics in the southwestern region, from the implementation conditions of the integration of urban and rural public transportation. The system is discussed and the theory and practice are parallel. First, starting from the theory of urban and rural public transportation integration and the mechanism of infrastructure and operation management, it lays the foundation for the implementation of the integration of urban and rural public transportation, and provides the theoretical basis for the countermeasures and suggestions of the integration of urban and rural public transportation. Secondly, in the practice, we take the Anning City as an example. The present situation and existing problems of the integration of urban and rural public transportation are systematically analyzed. On the basis of the mature experience at home and abroad, the solution ideas and suggestions are put forward. The research on the integration of urban and rural public transport in small and medium-sized cities is relatively small, but in the economic development of the past few years, the small and medium-sized cities The status is becoming more and more important, so the research and reform of systematic problems in the reform of urban and rural public transport in small and medium-sized cities still play a positive role.
