公路养护与运行安全管理责任体系构建探讨

【摘要】：基于事故致因理论和系统论基本原理,指出了安全生产事故的根本原因,分析了公路养护过程中的安全影响因素,构建了由工作体系、组织体系、监管体系、责任追究体系、应急救援体系等5部分组成的公路养护与运行安全管理责任体系,形成了闭合的安全责任链条,建立了安全生产长效机制。
[Abstract]:Based on the theory of accident cause and the basic principle of system theory, this paper points out the fundamental causes of accidents in production safety, analyzes the factors affecting safety in the course of highway maintenance, and constructs a system of work, organization, supervision and accountability. The responsibility system of highway maintenance and operation safety management composed of emergency rescue system and other five parts forms a closed chain of safety responsibility and establishes a long-term mechanism of safety production.
