基于PPP模式的城市公共配送研究

【摘要】:城市配送是城市经济发展和居民生活的重要支撑点,但随着配送需求量和质量要求的提高,配送企业不断加大城市配送设施设备投入以保证其市场份额和利润,使城市配送设施设备重叠、整体配送效率低下等问题愈发严重,进而增加了城市交通压力,引起城市交通堵塞、资源浪费、城市环境污染加重等问题。基于上述问题,本文提出基于PPP(Public-Private Partnership)公私合营模式的城市公共配送,从系统建设与运营的角度对其展开研究。首先,深入分析目前我国城市配送中存在的问题,介绍PPP模式在国内外的应用经验,基于此提出基于PPP模式的城市公共配送概念。其次,通过分析基于PPP模式的城市公共配送系统的特征及不同参与主体的特征,构建适用于不同条件的城市公共配送系统。根据对该配送系统的参与主体及合作项目特征的分析,研究了各合作参与方在PPP模式下的城市公共配送系统中从融资、建设、维护到运营、管理和监督各阶段的工作内容。由合作发起方和主要责任承担方的不同,提出三种合作模式,即政府主导型、配送企业主导型与金融企业主导型,并基于此对这三种合作模式下的具体责任划分分别进行研究。之后,提出该配送模式的实施流程以保证其切实、可持续运作。再次,构建基于PPP模式的城市公共配送车辆调度模型,应用蚁群算法对其进行求解。最后,进行案例分析,应用Matlab辅助进行算法求解,并结合西安市2016年城市快递基础数据,从经济性、时效性和社会性三个方面与传统配送模式进行比较分析,验证基于PPP模式的城市公共配送系统具备的优势。本文对PPP模式在城市公共配送中的应用进行了有益的探讨,提出了基于PPP模式的城市公共配送系统,深入分析了其合作模式、责任范围、合作流程以及对系统内外相关利益方的影响,为系统的顺利实施提供指导。此外,结合案例从车辆调度建模的角度验证了该模式对解决城市配送问题、城市交通问题和城市环境问题均具有积极意义。研究成果为城市配送中政府与私人部门的合作问题提供了新的思路。
[Abstract]:Urban distribution is an important supporting point of urban economic development and residents' life. However, with the improvement of distribution demand and quality requirements, distribution enterprises continue to increase the investment of urban distribution facilities and equipment to ensure their market share and profits. The problems such as overlapping of urban distribution facilities and low efficiency of overall distribution are becoming more and more serious, thus increasing the urban traffic pressure, causing urban traffic congestion, waste of resources, aggravated urban environmental pollution and so on. Based on the above problems, this paper proposes a PPP (Public-Private Partnership) public-private partnership model of urban public distribution, from the point of view of system construction and operation. Firstly, the problems existing in urban distribution in China are analyzed in depth, and the application experience of PPP model at home and abroad is introduced. Based on this, the concept of urban public distribution based on PPP mode is put forward. Secondly, by analyzing the characteristics of urban public distribution system based on PPP model and the characteristics of different participants, the urban public distribution system suitable for different conditions is constructed. Based on the analysis of the main body of the distribution system and the characteristics of the cooperative project, this paper studies the contents of the various stages of financing, construction, maintenance, operation, management and supervision of the urban public distribution system under the PPP model. According to the differences between the co-sponsor and the main responsible party, the paper puts forward three modes of cooperation, that is, government-led mode, distribution enterprise-led type and financial enterprise-led type. Based on this, the specific responsibility division under these three cooperation modes is studied separately. Then, the implementation process of the distribution model is put forward to ensure its practical and sustainable operation. Thirdly, an urban public distribution vehicle scheduling model based on PPP model is constructed and solved by ant colony algorithm. Finally, the case analysis is carried out, and Matlab is used to help solve the algorithm. Combining with the basic data of Xi'an city express in 2016, the paper compares and analyzes the traditional distribution mode from the aspects of economy, timeliness and sociality. Verify the advantages of urban public distribution system based on PPP mode. In this paper, the application of PPP mode in urban public distribution is discussed, and the urban public distribution system based on PPP mode is put forward. The cooperation process and the impact on the relevant stakeholders inside and outside the system provide guidance for the smooth implementation of the system. In addition, the model is proved to be of positive significance in solving urban distribution problems, urban traffic problems and urban environmental problems from the point of view of vehicle scheduling modeling. The research results provide a new idea for the cooperation between government and private sector in urban distribution.
