E-navigation下的港口船舶交通海事服务集初步研究
[Abstract]:In order to improve the communication ability of VTS (Vessel Traffic Service) system and provide users with active, real-time and efficient standardized ship traffic service, this paper proposes a method to construct the seaport vessel traffic maritime service set under the background of e-navigation strategy. First of all, it analyzes the qualitative description of the maritime service set by the International Maritime Organization (International Maritime Organization,) IMO, analyzes and refines the requirements and structure of the VTS information service, combining with the IMO's research on the e-navigation demand and the VTS user's guide, and so on. The user requirements described qualitatively by IMO are transformed into data requirements. Then, based on the analysis of S-100 standard, the data model of VTS information service maritime service set is established based on user requirements. Based on this model, a standardized database is established to realize the efficient storage and management of data. Finally, the data model verification system of VTS information service maritime service set based on web is designed to verify the rationality of the established data model and database, which shows that it can provide standardized VTS information service for users. By designing the service scheme for the process of ship entering and leaving, and realizing the simulation verification of the service scheme in the electronic chart platform, it is shown that the service scheme can provide active, real-time and efficient VTS information service for users. The main work of this paper is as follows: (1) analyze and refine the demand and structure of VTS information service, and put forward the method of dividing the service opportunity according to the process of ship entering and leaving port. Through in-depth analysis of the qualitative description of maritime service set by IMO, combined with a large number of domestic and international norms and literature, the requirements and structure of VTS information service are analyzed and refined. The actual requirements of users described qualitatively by IMO are transformed into data requirements. Based on the principle of on-demand service, the service mode of dividing the service opportunity according to the process of ship entering and leaving port is put forward. (2) the data model and database of VTS information service maritime service set according to S-100 standard are established. In this paper, S-100 standard is studied. Based on the analysis of the requirement and structure of VTS information service, the maritime service set of VTS information service is subdivided into 18 element types, and its data model is established. Based on the established data model, a standardized database is established. (3) the data model verification system of VTS information service maritime service set based on web is designed. The system is designed with Java language. The functions of querying, adding, deleting and transforming to extensible markup language format are realized on the web page. Verify the rationality of the established standardized data model and database. (4) Design the service scheme to divide the service opportunity according to the process of ship entering and leaving port. Taking Tianjin Port as an example, the automatic push algorithm of information service based on the relationship between ship position and service opportunity is designed. Using VC programming, the simulation verification of service scheme is realized on the platform of electronic chart.
