承德地区农村公路网适应性评价与优化

【摘要】:农村公路是我国公路网的重要组成部分,规模大、覆盖面广,其里程占全国公路通车总里程的四分之三以上,连接广大的县、乡、村,直接服务于农业、农村经济发展和农民出行,是促进农村乃至全社会经济发展和保障社会稳定都具有十分重要的经济意义和社会意义。本题研究目的在于完善承德市域农村公路网布局,优化路网等级结构,使农村公路建设和养护工作更加科学、和谐、有序地发展,在现有承德市域国省干线公路网布局的基础上,本着“认真研究,科学规划、合理布局”的思想,遵循全面规划、合理布局、保障畅通、保护环境、建设与养护改造并重的原则,对全市的农村公路网布局进行规划和优化。通过对承德市农村公路网的规划、优化和调整,有效地避免建设决策和布局的随意性、重复性及盲目性。本文主要内容是在深入进行承德市社会经济和交通运输现状调查的基础上,建立评价指标体系,对承德市现有农村公路网进行定量分析评价,揭示其存在的主要矛盾,寻求解决矛盾的总体思路和途径,同时制定建设发展战略,提出路网布局优化及公路分期建设的可行方案。
[Abstract]:Rural highway is an important part of highway network in our country. It has a large scale and wide coverage. Its mileage accounts for more than 3/4 of the total mileage of highway opening in China. It connects counties, townships and villages and serves agriculture directly. The development of rural economy and the travel of farmers are of great economic and social significance to promote the development of rural and even the whole social economy and to ensure social stability. The purpose of this study is to improve the layout of the rural highway network in Chengde City, optimize the grade structure of the road network, and make the rural highway construction and maintenance work more scientific, harmonious and orderly. On the basis of the existing layout of the trunk highway network of Chengde City, and in line with the idea of "seriously studying, scientifically planning, reasonably distributing", following the overall planning, rational layout, ensuring smooth flow and protecting the environment, According to the principle of equal emphasis on construction and maintenance, the layout of rural highway network in the whole city is planned and optimized. Through the planning, optimization and adjustment of the rural highway network in Chengde City, the randomness, repeatability and blindness of the construction decision and layout are effectively avoided. The main content of this paper is to establish the evaluation index system on the basis of the investigation of the social economy and transportation status in Chengde City, and to quantitatively evaluate the existing rural highway network in Chengde City, and to reveal the main contradiction in its existence. This paper tries to find out the general ideas and ways to solve the contradiction, and at the same time, formulates the strategy of construction and development, and puts forward the feasible plan of optimizing the layout of road network and constructing highway by stages.
