天津港南疆散货港区环境管理研究

【摘要】：随着经济和社会的发展,环境问题越来越受到国家和人民的重视。而环境保护与经济发展之间的矛盾,随着技术革新与产业调整,逐渐显露出其可调和性。市场全球化逐渐深入,以环境保护为导向的绿色营销成为国际先进港口的发展趋势。天津港作为我国沿海综合运输体系的主枢纽港,是京津冀现代化综合交通网络的重要节点和对外贸易的主要口岸。在天津港主要港区中,南疆港区作为以散货运输为主业的港口,承担煤炭、铁矿石、石油及其相关制品等大宗散货运输,其环境问题十分严峻,环境保护任务艰巨。本文选取天津港南疆散货港区环境管理作为研究案例,目的在于设计和构建更加科学有效的港口环境管理体系,为港口环境问题寻找解决途径,巩固和完善港口环境管理保障措施。本文研究的最终目标是提升天津港环境质量,节约能源,减少污染物排放,增强绿色竞争力,促进天津港可持续发展,形成天津港经济发展与环境和谐的共赢局面。通过对天津港南疆散货港区环境现状调查,环境报告数据分析以及现有环境管理体系文件的研究发现,天津港环境管理体系存在港口规划布局不合理、环境管理组织结构不完善和环境管理制度缺失等问题,构建一套科学完善并行之有效的环境管理体系势在必行。本文以促进天津港可持续发展为目标,确定环境管理的指导思想与基本原则。之后通过对天津港南疆散货港区环境管理现状进行分析,找出其中存在的问题,借鉴国际先进港口的环境管理经验寻求解决问题的方法。再以IS014000环境管理体系为基础,结合南疆港区实际情况,重新构建了南疆港区环境管理体系,并对其进行绩效评估。之后遵循PDCA管理模型为环境管理体系设计保障措施。最后,分析本文不足之处,得到结论并展望未来,探讨了将本文研究成果推广至整个港口的可行性。
[Abstract]:With the development of economy and society, environmental problems are paid more and more attention by the country and people. The contradiction between environmental protection and economic development, along with technological innovation and industrial adjustment, gradually revealed its compatibility. With the deepening of market globalization, green marketing, which is oriented by environmental protection, has become the development trend of international advanced ports. Tianjin Port, as the main hub port of China's coastal integrated transportation system, is an important node of Beijing, Tianjin and Hebei modern comprehensive transportation network and the main port of foreign trade. In the main port area of Tianjin Port, Nanjiang Port, as a port with bulk cargo transportation as its main business, undertakes bulk transportation of coal, iron ore, petroleum and its related products. Its environmental problems are very severe, and the task of environmental protection is arduous. This paper selects the environmental management of Tianjin Port's South Xinjiang bulk cargo Port as a case study, in order to design and build a more scientific and effective port environmental management system, and to find a way to solve the port environmental problems. Consolidate and improve port environmental management safeguards. The ultimate goal of this paper is to improve the environmental quality of Tianjin Port, save energy, reduce the emission of pollutants, enhance the green competitiveness, promote the sustainable development of Tianjin Port, and form a win-win situation of harmonious economic development and environment of Tianjin Port. Through the investigation of the environmental situation in the bulk cargo port area of Nanjiang Port of Tianjin Port, the analysis of the environmental report data and the existing documents of the environmental management system, it is found that the layout of the port planning is unreasonable in the environmental management system of Tianjin Port. It is imperative to construct a set of scientific and effective environmental management system because of the imperfection of environmental management organization structure and the lack of environmental management system. The aim of this paper is to promote the sustainable development of Tianjin Port and determine the guiding ideology and basic principles of environmental management. Then by analyzing the current situation of environmental management in the bulk port area of Tianjin Port, we find out the existing problems and seek solutions to the problems by drawing lessons from the international advanced port's environmental management experience. Based on the environmental management system of IS014000 and the actual situation of Nanjiang Port, this paper reconstructs the environmental management system of Nanjiang Port and evaluates its performance. Then follow the PDCA management model for the design of environmental management system safeguard measures. Finally, the inadequacies of this paper are analyzed, the conclusion is drawn and the future is prospected, and the feasibility of extending the research results to the whole port is discussed.
