城区小学校门口道路交通管理优化研究

【摘要】:小学校门口上下学时段的交通拥堵和交通安全问题对于整个区域交通产生很多负面影响,严重影响小学校门口及周边道路的安全畅通,,波及范围由一个点交通问题到局部城市道路网的运行。其中包括交叉口及路段的通行能力下降、服务水平降低、交通事故增加、车辆延误增加等等一系列交通问题。 交通问题产生的主要原因是由于接送学生车辆和上下班车辆短时间内过于集中在小学校门口及周边道路,远远超过道路承载能力。因此,本文根据其交通流的特殊性,通过大量的调查分析,包括小学生作息时间及上下学特征调查,小学门口道路交通流特点调查、小学生门口道路违规现象调查和道路安全设施调查几个方面。 主要从小学校门口交通组织优化、交通信息发布及诱导、停车管理、安全设施及交通安全教育等方面进行系统性研究。重点研究了小学门口道路交通组织对策及评价方法,建立网络评价模型;小学门口道路的VMS设计,包括设置位置、设置时间、设置形式和设置内容。针对小学生门口道路停车问题提出了临时性停车管理对策;最后通过对小学门口道路安全设施进行研究,提出设施设置建议及针对小学生的安全教育。找出存在的交通问题以及产生的原因,针对性的提出解决小学校门口交通问题的理论依据及解决方案。
[Abstract]:Traffic congestion and traffic safety problems in the upper and lower school hours at the entrance of primary schools have a lot of negative effects on the traffic in the whole region, which seriously affects the safety and smooth flow of roads in and around the gates of primary schools. The spread range from a point traffic problem to the operation of the local urban road network. It includes a series of traffic problems, such as the decrease of traffic capacity, the decrease of service level, the increase of traffic accidents, the increase of vehicle delay and so on. The main reason for the traffic problem is that the vehicles used to pick up students and commute to and from work are too concentrated in the entrance of primary schools and the surrounding roads in a short period of time, which far exceeds the carrying capacity of the roads. Therefore, according to the particularity of the traffic flow, this paper makes a lot of investigation and analysis, including the investigation of the characteristics of the primary school students' time of daily life, the characteristics of the upper and lower schools, and the characteristics of the road traffic flow at the entrance of the primary school. Primary school entrance road violation investigation and road safety facilities investigation several aspects. The systematic research is mainly carried out from the aspects of traffic organization optimization, traffic information release and guidance, parking management, safety facilities and traffic safety education. The countermeasures and evaluation methods of primary school entrance road traffic organization are studied emphatically, and the network evaluation model is established, and the VMS design of primary school entrance road includes setting position, setting time, setting form and setting content. This paper puts forward the temporary parking management countermeasures for the problem of road parking in the entrance of primary school students, and finally, through the study of the road safety facilities in the entrance of primary schools, puts forward some suggestions for setting up the facilities and safety education for primary school students. To find out the existing traffic problems and the causes of them, and to put forward the theoretical basis and solutions to solve the traffic problems at the entrance of primary schools.
