担杆水道船舶定线制修订方案优选研究

【摘要】:担杆水道船舶定线制是位于我国珠江口水域的一处分道通航制,由于其实施时间已有十余年之久,2014年,主管机关主持了担杆水道船舶定线制修订项目,设计了多种定线制修订方案。本文对定线制修订方案的优选进行了研究,旨在通过科学的分析手段,优选出最佳的定线制设计方案,同时寻求一种合适的定线制优选方法,为海事主管部门选取或修订船舶定线制提供一定的理论依据。本文基于对天津海事局中国AIS (Automatic Identification System)中心系统提供的担杆水道2013年船舶交通实态跟踪观测的数据和典型碰撞事故的分析,结合IMO (International Maritime Organization)《关于船舶定线制的一般规定》等设计规范,从通航环境因素、管理因素和人为因素三个方面对影响担杆水道船舶定线制航行安全的指标因素进行了阐述,建立了担杆水道船舶定线制修订方案优选指标体系。最后,本文运用基于改进熵权法的优选评价模型,在充分考虑指标因素之间内在的联系的情况下,对船舶定线制修订方案进行了优选评价。运用集对分析评价模型进行了可行性验证,并对定线制优选结果进行了进一步分析。基于改进熵权法的优选评价模型计算过程简便,有效地传递了评价指标的数据信息与差别,补充了主观赋权法中忽略评价指标间差异性的问题。
[Abstract]:The ship routing system is a traffic system located in the Pearl River Estuary in China. Because it has been implemented for more than ten years, in 2014, the competent authority presided over the project of revising the ship routing system for the Dangkang waterway. Several revision schemes are designed. In this paper, the optimal selection of the fixed line system is studied. The purpose of this paper is to select the best design scheme of the fixed line system by means of scientific analysis, and at the same time to seek a suitable method for the selection of the fixed line system. It provides a theoretical basis for the maritime authorities to select or revise the ship routing system. This paper is based on the analysis of the data of ship traffic real state tracking and typical collision accidents provided by the China AIS (Automatic Identification System) Center system of Tianjin Maritime Bureau in 2013. Combined with the design code of IMO (International Maritime Organization) (General regulations on ship routing system), this paper expounds the index factors that affect the navigation safety of ship routing system in the waterway from three aspects: navigable environment factor, management factor and human factor. The optimal selection index system of the ship routing system is established. Finally, this paper applies the model of optimal selection and evaluation based on the improved entropy weight method, and gives the optimal selection evaluation of the ship routing system under the condition of considering the inherent relation among the index factors. The feasibility of the model is verified by using set pair analysis and evaluation model, and the result of optimal selection of fixed line system is further analyzed. The calculation process of the optimal evaluation model based on the improved entropy weight method is simple, which effectively transmits the data information and difference of the evaluation index, and complements the problem of neglecting the difference between the evaluation indexes in the subjective weighting method.
