城际旅客综合运输服务水平评价指标选择研究

【摘要】:随着我国综合运输体系建设已基本完成,“十三五”时期综合运输建设的重心转为合理配置综合运输资源、提高出行质量和效率的综合运输服务方面。综合运输服务是未来发展的趋势。在综合运输服务发展的过程中,对综合运输服务水平进行评价,进而提供服务改进和优化的决策依据,是很重要很基础的一件事情。而对综合运输服务水平进行评价时,指标的选取是基础且至关重要的。现阶段评价指标多为从供给角度选取评价综合运输体系建设中各种运输方式基础设施协调与衔接水平的指标,旅客的出行需求在旅客综合运输服务中的主导作用未给予足够重视。为此,本文从旅客需求出发,以城际旅客出行为研究对象,将旅客在城际出行各个环节中所需要的服务进行明确,然后采用定性和定量相结合的方法选择能反映旅客服务水平情况的指标体系。本文在分析和研究国内外相关现状的基础上,应用系统分析理论,以城际旅客综合运输服务水平为研究对象,将城际旅客出行过程分为“市内交通+城际交通+市内交通”的3个出行阶段。从城际旅客出行决策过程出发,对影响旅客出行决策的因素进行归纳总结,并将城际旅客出行过程中的不同需求予以明确,将城际旅客出行所需服务分为信息服务、票务服务、出行服务和全程感知4个方面,选取能反映运输需求满足程度的24个指标,建立初选指标体系,并根据实际情况计算量化指标,然后运用主成分分析剔除信息重叠的指标,确定各指标权重,以此作为灰色关联分析法的参考序列,计算关联度,选取关联度高的指标作为重要指标。最后,随机选取“西安—北京”的24条由不同运输方式构成的城际旅客出行链条,结合实际数据,选出重要指标集{准点率、购票方便性、通道换乘时间、购票次数、旅客满意度、信息准确率、运行时间、换乘次数}。所选取的指标能综合反映城际出行过程是否便捷高效,各种运输方式是否衔接顺畅,证实了指标选择的合理性和实用性。
[Abstract]:With the completion of the comprehensive transportation system construction in China, the focus of the comprehensive transportation construction in the 13th Five-Year Plan period has been transferred to the integrated transportation service which can reasonably allocate the comprehensive transportation resources and improve the travel quality and efficiency. Integrated transport service is the trend of future development. In the process of the development of integrated transportation service, it is very important and very basic to evaluate the level of integrated transportation service and provide the decision basis for service improvement and optimization. When evaluating the level of integrated transport services, the selection of indicators is fundamental and essential. At this stage, most of the evaluation indicators are selected from the point of view of supply to evaluate the coordination and connection level of various transport modes infrastructure in the construction of comprehensive transport system. The leading role of passenger travel demand in comprehensive passenger transport service is not given enough attention. Therefore, this paper starts from the passenger demand, takes intercity passenger travel as the research object, and clarifies the services that passengers need in each link of inter-city travel. Then the qualitative and quantitative methods are used to select the index system which can reflect the passenger service level. Based on the analysis and study of the current situation at home and abroad, this paper applies the theory of system analysis to the intercity passenger transport service level as the research object. The intercity passenger travel process is divided into three travel stages of "intercity transportation". Starting from the inter-city passenger travel decision-making process, this paper summarizes the factors that affect the passenger travel decision, and clarifies the different needs of the intercity passenger travel process, and divides the inter-city passenger travel service into information service, ticket service. In the four aspects of travel service and whole process perception, 24 indexes which can reflect the degree of transportation demand satisfaction are selected, and the primary index system is established, and the quantitative index is calculated according to the actual situation. Then the principal component analysis (PCA) is used to eliminate the information overlapping index. The weight of each index is determined, which is used as the reference sequence of grey relational analysis method. The correlation degree is calculated, and the index with high correlation degree is selected as an important index. Finally, 24 intercity passenger travel chains composed of different transportation modes are randomly selected from "Xi'an-Beijing". Combined with actual data, the important index set {punctual rate, convenience for purchasing tickets, passage transfer time, and purchase times are selected. Passenger satisfaction, information accuracy, running time, transfer times}. The selected indicators can comprehensively reflect whether the intercity travel process is convenient and efficient, and whether the various transportation modes are connected smoothly, which proves the rationality and practicability of the index selection.
