成山角“两制”修订之后的威海VTS中心监管服务对策研究

【摘要】:成山角水域自然条件恶劣,船舶交通密度大,通航环境复杂,交通形势十分严峻,本水域的船舶航行安全问题一直是航运界和主管机关关注的焦点之一,因此加强成山角船舶监管、维护通航秩序成为海事主管机关当务之急。自2014年起,新修订的《成山角水域强制性船舶报告制》和《成山角水域船舶定线制》将进入宣传贯彻和试运行阶段,新增船舶定线制将使成山角水域同时分布两套通航分道。威海VTS中心作为上述两项制度的实施和主管机构,如何有效应对修订带来的新形势新变化,持续提升监管服务能力水平,是其面临的一项重大课题。本文对成山角“两制”修订之后的威海VTS中心监管方式和工作模式进行了研究,以威海VTS中心的运行现状和通航环境为研究基础,通过理论分析法、文献研究法、比效法相结合的方法,并采取调查问卷的方式,在收集国内外文献资料和调查结果的基础上,分析比较威海VTS中心监管与服务服务水平的现状、存在的问题与不足,指出了影响其监管与服务水平提高的症结所在。通过重点研究成山角“两制”的修订情况及影响,提出了修订所带来的通航环境变化,包括对该水域船舶交通流形势、船舶会遇区分布、海洋管辖权限以及VTS工作方式的影响。本文还研究了提高威海VTS中心公共服务水平的对策建议和具体措施,对于如何提高VTS中心服务质量,加大船舶交通组织力度,提高内外联动能力及加大违章行为处置力度等方面进行了深入探讨,并提出了新“两制”的宣传贯彻实施计划及其他相关工作方向。本文的研究成果将使该水域的船舶交通管理更加科学化、系统化、规范化,提高威海VTS中心的海事监管水平,使海事监管和救助更加高效,保障该水域良好的通航环境和通航秩序,从而确保成山角水域更清洁、船舶航行更安全。
[Abstract]:The natural conditions of Chengshan Corner are bad, the vessel traffic density is high, the navigational environment is complex, and the traffic situation is very severe. The safety of ship navigation in this water area has always been one of the focal points of the shipping industry and the competent authorities. Therefore, it is urgent for maritime authorities to strengthen ship supervision and maintain navigation order. Since 2014, the newly revised mandatory ship reporting system in Chengshan Cape water area and the ship routing system in Chengshan Cape Water area will enter the stage of propaganda, implementation and trial operation, and the new ship routing system will make the waters of Chengshan Cape water distribute two sets of navigable lanes at the same time. Weihai VTS Center, as the implementation of the above two systems and the competent agency, how to effectively cope with the new situation and new changes brought by the revision, and how to continuously improve the level of supervision and service capacity, is a major issue it faces. This paper studies the supervision mode and working mode of Weihai VTS Center after "two systems" revision in Chengshan Corner. Based on the operating status and navigable environment of Weihai VTS Center, this paper makes a theoretical analysis and literature research method. On the basis of collecting domestic and foreign literature and results, this paper analyzes and compares the present situation of supervision and service level of Weihai VTS Center, the existing problems and shortcomings, by using the method of combining comparison and imitating, and adopting the method of questionnaire, on the basis of collecting domestic and foreign literature data and investigation results. It points out the crux of affecting the improvement of supervision and service level. By studying the revision and influence of "two systems" in Chengshan Corner, the paper puts forward the changes of navigation environment brought by the revision, including the influence on the vessel traffic flow situation, the distribution of ship encounter area, the jurisdiction of ocean jurisdiction and the working mode of VTS in this water area. This paper also studies the countermeasures and concrete measures to improve the public service level of Weihai VTS Center, and how to improve the service quality of the VTS Center and strengthen the ship traffic organization. This paper discusses how to improve the ability of internal and external interaction and how to deal with violations of regulations, and puts forward the new "two systems" propaganda and implementation plan and other related work directions. The research results of this paper will make the vessel traffic management in this area more scientific, systematic and standardized, improve the maritime supervision level of Weihai VTS Center, and make maritime supervision and rescue more efficient. Good navigation environment and navigation order are guaranteed to ensure cleaner waters and safer navigation.
