考虑环境承载力的G202明水至青冈段路线方案研究

【摘要】:国道黑大公路(G202)是横贯黑龙江省南北的重要经济干线,该公路定位于提高区域内公路网网络化水平、实现区域间的横向联系及区域内县市间的快速连接。随着区域路网不断升级改造及交通量的不断增长,G202明水至青冈段现状道路病害多、混合交通严重、通行能力低等问题突出,且是国家级贫困县拜泉、明水、青冈等对外联络的主要交通通道,现已经成为区域路网中的瓶颈,影响到其作为国家干线公路的作用,降低了黑龙江省国道网的整体功能。因此,G202改扩建工程明水至青冈段对提升黑龙江省国道网功能、满足交通发展运输需求、改善黑龙江集中连片特困地区交通环境、推动区域经济发展具有重要作用。分析了G202改扩建工程明水至青冈段影响区内社会经济及交通运输现状及发展趋势,采用定性与定量相结合方法,预测得到了影响区内人口和国内生产总值。在交通调查基础上,考虑诱增交通量、城市交通量等影响,采用四阶段法,预测得到了G202改扩建工程明水至青冈段未来各特征年交通量。以预测交通量为基础,考虑该工程的功能、路线走向、区域规划等因素,拟定了G202改扩建工程明水至青冈段的技术标准,并对其通行能力适应性进行了分析;结合生态环境因素对公路选线的影响,拟定了G202改扩建工程明水至青冈段多个路线备选方案。分析了公路建设对沿线生态环境系统的影响,借鉴压力-状态-响应评价模型思路,结合G202改扩建工程明水至青冈段沿线自然资源分布等实际情况,选取了G202改扩建工程明水至青冈段路线方案环境承载力的评价指标,并构建了评价指标的量化分级方法;采取专家打分法确定了各评价指标的权重,计算得到了G202改扩建工程明水至青冈段各备选路线方案环境承载力的评价指数,由此确定了G202改扩建工程明水至青冈段优选路线方案。
[Abstract]:Hei Da Highway (G202) is an important economic trunk line crossing the north and south of Heilongjiang Province. The highway is oriented to improve the networking level of the highway network in the region and to realize the horizontal connection between the regions and the rapid connection between counties and cities in the region. With the continuous upgrading and upgrading of the regional road network and the continuous growth of traffic volume, the G202 Mingshui to Qinggang section has many current road diseases, serious mixed traffic, low capacity and so on. It is also a state-level poor county, Baiquan and Mingshui. The main communication channels such as Qinggang have become the bottleneck in the regional road network which affects the function of the national trunk road and reduces the overall function of the national highway network in Heilongjiang Province. Therefore, the extension project of G202 from Mingshui to Qinggang plays an important role in improving the function of Heilongjiang National Highway Network, meeting the demand of transportation development, improving the traffic environment in the concentrated and connected areas of Heilongjiang Province, and promoting the development of regional economy. This paper analyzes the present situation and development trend of social economy and transportation in the affected area from Mingshui to Qinggang section of G202 reconstruction and extension project. By combining qualitative and quantitative methods, the population and gross domestic product (GDP) of the affected area are predicted. On the basis of traffic survey and considering the influence of induced traffic volume and urban traffic volume, the annual traffic volume in the future from Mingshui to Qinggang section of G202 reconstruction and extension project is predicted by using the four-stage method. Based on the prediction of traffic volume, considering the function, route direction, regional planning and other factors of the project, the technical standard for the section from Mingshui to Qinggang of the G202 reconstruction and extension project is drawn up, and the adaptability of its traffic capacity is analyzed. Combined with the influence of ecological environment factors on highway route selection, several route options for the section from Mingshui to Qinggang of G202 reconstruction and extension project are proposed. This paper analyzes the influence of highway construction on the ecological environment system along the route, uses the idea of pressure-state-response evaluation model for reference, and combines the actual situation of distribution of natural resources along the section between Mingshui and Qinggang of G202 reconstruction and extension project, and so on. The evaluation index of the environmental carrying capacity of the route scheme from Mingshui to Qinggang section of the G202 reconstruction and extension project is selected, and the quantitative classification method of the evaluation index is constructed. The weight of each evaluation index is determined by using the expert scoring method, and the evaluation index of the environmental carrying capacity of each alternative route scheme from Mingshui to Qinggang section of the G202 reconstruction and extension project is calculated. From this, the optimal route selection scheme of Mingshui to Qinggang section of G 202 reconstruction and extension project is determined.
