西安市公交专用道规划设计研究

【摘要】:随着国民经济的飞速发展,城市规模的不断扩大,我国城市交通需求越来越大。有限的交通资源已经不能满足人们日益增长的交通需求,从而出现了严重的供需失衡。综合分析国外城市交通发展的经验,发展公共交通是实现城市交通可持续发展的唯一途径。公交专用道效果优良、简单易行,保障公交车的专用路权,提高公交车的可靠度与独立性,成为改善公共交通的重要措施。结合我国现阶段国情,公交专用道可以作为城市普通公交向轨道交通过渡的重要形式。本文通过对城市道路和交通条件分析,明确了公交专用道设置条件;研究路段以及交叉口上公交专用道形式,设置宽度,采用的隔离方式,停靠站的形式、站点、站距等,从而确定了公交专用道基本设计方法。通过调查西安市公共交通现状,逐一分析运行中公交专用道的特点,指出并总结了其运行中存在的问题。在大力发展公共交通的政策引导下,从规划、设计、管理三个角度上,针对公交专用道存在问题提出相应的改善措施。在政策引导大环境下,提出通过经济手段鼓励公共交通,抑制城市车辆增长,设定城市公共交通区域的新方法;在规划方面提出建立科学的公交专用道网络、完善配套设施、便利的换乘服务和建立快速公交系统(BRT);在设计方面提出了设置临时性公交专用道,分析道路、交通、路段交通流量等设置条件,运用射频识别技术(RFID)进行临时性公交专用道的具体设置,通过建立时间效率模型进行了效益分析,并以长安中路(小寨东路-雁塔西路段)为例进行模拟验证分析;在管理方面提出强化政府执法管理、公众参与新理念、提高公交服务水平等措施。研究成果对西安市公交专用道的规划设计提供了重要参考。
[Abstract]:With the rapid development of national economy and the expansion of urban scale, the demand for urban transportation in China is increasing. The limited transportation resources can not meet the increasing traffic demand, which leads to a serious imbalance between supply and demand. Comprehensive analysis of the experience of foreign urban traffic development, the development of public transport is the only way to achieve sustainable development of urban transportation. The bus lane has a good effect and is simple and easy to carry out. It is an important measure to improve the public transportation by ensuring the special right of the bus and improving the reliability and independence of the bus. According to the current situation of our country, bus lanes can be used as an important form of transit from ordinary public transport to rail transit. Based on the analysis of urban roads and traffic conditions, this paper clarifies the conditions of setting public transport lanes; This paper studies the form, width, isolation mode, the form of stop, the station and the distance of bus lanes on road sections and intersections, so as to determine the basic design method of bus lanes. By investigating the present situation of public transportation in Xi'an, the characteristics of bus lanes in operation are analyzed one by one, and the problems in operation are pointed out and summarized. Under the guidance of the policy of developing public transportation vigorously, this paper puts forward the corresponding improvement measures from the three angles of planning, designing and managing, aiming at the existing problems of bus lanes. Under the environment of policy guidance, this paper puts forward a new method of encouraging public transport through economic means, restraining the growth of urban vehicles and setting up urban public transport areas. In the aspect of planning, it is proposed to establish a scientific network of bus lanes, perfect supporting facilities, facilitate transfer services and establish a bus rapid transit system (BRT);). In the aspect of design, this paper puts forward setting up temporary bus lanes, analyzes the setting conditions of roads, traffic and traffic flow, and makes use of radio frequency identification technology (RFID) to set up temporary public transport lanes. Through the establishment of time efficiency model to analyze the benefits, and Changan Middle Road (Xiaozhai East Road-West Yanta Road) as an example to verify the analysis; In the aspect of management, some measures are put forward, such as strengthening the administration of law enforcement, public participation and improving the level of public transport service. The research results provide an important reference for the planning and design of bus lanes in Xi'an.
