长沙市农村公路提质改造关键问题研究

【摘要】:农村公路是农村社会经济发展的重要交通基础设施。长沙市的农村公路建设已取得了长足的发展,在里程数量上已达到一定的规模,但是随着农村社会的进步和发展,对当前的农村公路提出了新的要求,以往建设的公路由于建设标准低、质量差,并且出现了一定程度的损坏,已不能满足当前的交通需求,所以农村公路提质改造工作势在必行,具有重要的现实意义。本文对长沙市农村公路的现状进行分析得知其目前存在的主要问题为:技术等级结构不合理、线形指标未结合实际进行优化、路面结构单一和交通安全设施不完善。文章分别就这四个方面的内容进行分析探讨,以期为提质改造工作的具体实施提供科学合理的参考依据。本文采用多目标规划模型法对长沙市农村公路的技术等级结构进行优化,确定长沙市农村公路在2020年时合理技术等级结构为:三级公路1000km,四级公路13600km,等外公路9400km,对比目前现状确定需进行提质改造的规模为2760km。根据道路功能和交通量等因素对公路等级进行划分,结合长沙市农村地区的实际情况,将等外公路分为农一级、农二级,设计速度分别为15km/h、10km/h,并参考规范分别对相关线形指标进行分析计算,给出相关推荐值,便于提质改造工程中对线形进行优化,为设计提供参考依据。此外,根据路面结构现状结合设计原则,确定出适合不同交通量等级的长沙市农村公路水泥、沥青典型路面结构和简易路面结构,以供提质改造过程中进行选用。最后论文对长沙市农村公路提质改造工程中安保工程的完善提供了针对性的建议,根据对长沙市农村地区安全问题现状的调查提出基于典型事故路段的交通安全设施的设置方案,同时指出应加强安全教育工作,以改善长沙市农村地区的交通安全状况。
[Abstract]:Rural highway is an important transportation infrastructure for rural social and economic development. The rural highway construction in Changsha has made great progress and has reached a certain scale in the mileage. However, with the progress and development of the rural society, new requirements have been put forward for the current rural highway. Due to the low construction standard, poor quality and damage to some extent, the highway built in the past can not meet the current traffic demand, so it is imperative to improve the quality of the rural highway, which has important practical significance. This paper analyzes the present situation of rural highway in Changsha and finds out that the main problems are: unreasonable structure of technical grade, unoptimized linear index, single pavement structure and imperfect traffic safety facilities. In this paper, the contents of these four aspects are analyzed and discussed in order to provide a scientific and reasonable reference for the concrete implementation of the quality improvement work. In this paper, the multi-objective programming model is used to optimize the technical grade structure of the rural highway in Changsha. The reasonable technical grade structure of the rural highway in Changsha in 2020 is determined to be 1000km for the third grade highway, 13600km for the fourth grade road, 9400km for the equivalent road. Compared with the present situation, the scale of quality improvement is 2760 km. According to the factors such as road function and traffic volume, the highway grade is divided into two categories: agricultural grade and agricultural grade, combined with the actual situation in rural areas of Changsha. The design speed is 15 km / h / h, 10 km / h, respectively. The relevant linear index is analyzed and calculated according to the reference standard, and the relevant recommended value is given, which is convenient to optimize the line shape in the project of upgrading quality and to provide the reference for the design. In addition, according to the present situation of pavement structure and the design principle, the cement, asphalt typical pavement structure and simple pavement structure suitable for different traffic volume grade of Changsha rural highway are determined for selection in the process of improving quality. Finally, the paper provides some suggestions for the improvement of the security project in the rural highway upgrading project in Changsha. Based on the investigation of the present situation of the safety problems in rural areas of Changsha City, this paper puts forward a scheme of setting up traffic safety facilities based on typical accident sections, and points out that safety education should be strengthened in order to improve the traffic safety situation in rural areas of Changsha City.
