地区营销电费电价管理信息化集成及应用

【摘要】:电费收缴是供电企业营销管理中的重要环节,直接关系到供电企业的经营效益。电费回收率作为衡量供电企业营销服务水平的一个重要指标,也是网省公司下达的一个重要指标。而低压用户电费收缴过程中,又因为其客户群体多,覆盖范围广,是完成电费回收过程中的难点和重点。信息化在电费收费中的应用是实现国网公司建设“SG186”工程的目标,建成垂直管理的一体化企业信息集成平台,实现公司信息流和数据共享;促进数字化电网的建成。对国家其他行业信息化发展都具有重要的意义。本文基于国家信息化建设的大背景下,从铜陵地区电费收缴的现状出发,对影响电费收缴因子进行了分析,同时采用回归分析法拟合各种缴费方式的因素分析模型,提出适合不同类型居民的缴费方式。并对营销系统中电费收费各环节信息化集成和应用做了简单的分析和研究。供电企业公司一直都很关注信息系统的应用开发。本文所述的一体化电网平台,按照最新的IEC61970/IEC61968标准,采用CIM模型。该模型给电力企业的电网设备建模提供了一个标准的、开放的参考标准,将铜陵公司客户基本信息、客户抄表信息、电表资产信息、客户电费账务信息、客户缴费记录信息、10kV配变台区信息等整合到一起,从而构建起一个多维度立体描述架构,为企业现代化管理提供了系统支持。电费收费主要分为三个方面即:一、电表指数的抄录工作,二、根据抄表指数计算电费以及对计算电费的核算工作,三、电费的收取工作。本文通过对铜陵供电公司近年来电费收缴过程中各个环节中信息化集成应用以及对现阶段实施的收费效果进行了简单的研究和分析。上述问题的研究为地区营销电费收费信息化集成及信息化企业奠定了重要的理论基础,并对国家电网信息化建设工程战略的实施有重要的参考价值。
[Abstract]:Electricity charge collection is an important link in the marketing management of power supply enterprises, which is directly related to the operating efficiency of power supply enterprises. As an important index to measure the marketing service level of power supply enterprises, the tariff recovery rate is also an important index issued by the provincial companies. However, in the process of collecting low-voltage users' electricity, it is difficult and important to complete the process of electricity recovery because of its large number of customers and wide coverage. The application of information technology in electricity charge is to realize the goal of building "SG186" project of national network company, to build the integrated enterprise information integration platform of vertical management, to realize the information flow and data sharing of the company, and to promote the establishment of digital power grid. It is of great significance to the development of information technology in other industries of the country. Based on the background of national information construction and the current situation of electricity collection in Tongling area, this paper analyzes the factors affecting the collection of electricity charges, and uses regression analysis method to fit the factors analysis model of various payment methods. Put forward different types of residents for the payment of fees. It also makes a simple analysis and research on the information integration and application of electricity charge in the marketing system. Power supply companies have been paying close attention to the application and development of information systems. The integrated grid platform described in this paper adopts CIM model according to the latest IEC61970/IEC61968 standard. The model provides a standard, open reference standard for power enterprise modeling of power grid equipment, which includes customer basic information, customer meter reading information, ammeter asset information, customer electricity charge account information, etc. The information of customer payment record is integrated into the information of 10kV distribution station, thus a multi-dimensional three-dimensional description framework is constructed, which provides a system support for modern management of enterprises. Electricity charges are mainly divided into three aspects: first, meter index copying work, second, according to meter reading index calculation of electricity charges and calculation of the calculation of electricity bills, third, electricity charges collection work. This paper makes a simple research and analysis on the application of information integration in the process of electricity collection in Tongling Power supply Company in recent years and on the effect of charging in the present stage. The study of the above problems has laid an important theoretical foundation for the informatization integration and informatization enterprises of regional marketing and charges, and has important reference value for the implementation of the information construction strategy of the State Grid.
