生态文明建设的制度建构

【摘要】：改革开放成果卓著，然而伴随成就而来的还有日益严峻的资源、生态和环境危机，已严重影响人民的生活品质和社会经济的持续发展。面对如此困境，党的十七大首次提出了建设生态文明的要求。至于如何建设，党的十八大明确指出保护生态环境必须依靠制度。依靠什么样的制度，十八届三中全会进一步强调所依靠的应该是完整系统的生态文明制度体系。那么，该如何建构生态文明制度体系才能更好地推进生态文明建设呢？这正是论文最终试图回答的问题。从总体上来看，论文对生态文明制度建构的分析围绕四个部分展开，即制度对于生态文明建设的重要意义，有关生态文明制度建构的积极探索，我国生态文明制度建构的问题反思以及推进我国生态文明制度建设的基本原则和路径构想。其中，第一部分回答了“为什么要进行生态文明制度建构”；第二部分和第三部分的论述则是推出第四部分的前提和基础。这四部分环环相扣，共同构成了一个统一整体。具体而言，论文开篇先指出了制度对于生态文明建设的重要意义，即制度建设是生态文明建设的重要保障。之后总结了有关生态文明制度建构的积极探索，丰富的理论成果和实践经验无疑是我国生态文明制度建构的重要借鉴。当然，要使生态文明制度建构适应我国国情，还需要深入剖析目前我国生态制度存在的缺陷和问题。目前，，我国的生态文明制度建构存在政府部门间协调难度大、生态制度相对单一、生态法律制度不健全、生态市场机制不成熟、非正式制度尚未真正建立等问题。对这些问题的哲学反思是建立系统完整的生态文明制度体系的基础。至于如何建构生态制度，作者认为首先应把握好几项基本原则：以人为本、尊重自然规律、维护公平正义，以此为方向从生态制度的顶层设计、法制、体制、机制和非正式制度等各方面探索适合中国国情的生态制度建构路径。唯有如此，才能真正构建起完善的生态文明制度体系，保障我国的生态文明建设顺利推进。
[Abstract]:The outstanding achievements of reform and opening up, but the achievements are increasingly serious resources, ecological and environmental crisis, has seriously affected the quality of life and social and economic sustainable development of the people. In the face of such a predicament, the 17th Party Congress for the first time put forward the requirements of ecological civilization construction. As to the construction of the party's eighteen, clearly pointed out that the protection of the ecological the environment must rely on the system. Depending on what kind of system, further emphasizes on the third Plenary Session of the 18th CPC Central Committee should be a complete system of system of ecological civilization. So, how to construct ecological civilization system to better promote the construction of ecological civilization? This is the paper tries to answer questions.
Overall, the analysis of the system of ecological civilization construction in the following four aspects, namely system of great significance for the construction of ecological civilization, and actively explore the construction of ecological civilization system, reflection on the problems of construction of ecological civilization system of our country and promote the basic principle and path conception state of civilization system construction in our country. Among the students the first part of the answer, "why the construction of" ecological civilization system; the second part and the third part is the introduction of the premise and foundation of the fourth part. The four parts are linked together, constitute a unified whole.
Specifically, this paper firstly points out the important significance of the system of ecological civilization construction, system construction is an important guarantee for the construction of ecological civilization. After summarizes the active exploration on construction of ecological civilization system, rich theoretical results and practical experience is undoubtedly an important reference to China's civilization construction of ecological system. Of course, to make the ecological civilization system construction also need to adapt to China's national conditions, in-depth analysis of the defects and problems of China's ecological system at present. At present, China's ecological civilization construction system of coordination among government departments is difficult, the ecological system is relatively simple, the ecological legal system is not perfect, the ecological market mechanism is not mature, the informal system has not been established.. philosophical reflection on these issues is the foundation to establish the complete system of ecological civilization. As for how to construct the ecological system, the author thinks that the first First we should grasp the basic principles: people-oriented, respect for the laws of nature, maintaining fairness and justice, this is the direction from the top-level design, ecological system, the legal system, in order to explore all aspects of mechanism and informal system path to construct ecological Chinese system suitable for national conditions. Only in this way, can we truly build up a perfect system of ecological civilization. To protect our ecological civilization construction smoothly.
