【摘要】:生态文明是继原始、农业和工业文明之后出现的保护环境、和谐发展的文明,是以人、自然、社会和谐共生、全面发展、良性循环为宗旨,以维护生态环境为根本,以可持续发展为着眼点的文明。生态文明建设程度如何,直接关系着我国环境污染治理、资源利用和生态系统完善的实现情况。因此,党的十八大将生态文明建设纳入“五位一体”的总体布局,使之成为实现美丽中国的重要组成部分。文中所研究的中部六省指的是安徽、江西、山西、湖北、湖南和河南,其作为我国重要的工业和商品粮生产基地,地域辽阔,内部差异巨大,资源供需矛盾突出。在其不断崛起的同时,面临着经济发展和生态保护双重压力。因此,对中部六省生态文明建设进行切合实际的指标建立和跟踪测度就显得特别重要。本文在全面理解生态文明的科学内涵,深入剖析生态文明建设的理论基础的情况下,构建了适合中部六省的生态文明建设层次指标体系,包括目标层、分目标层、准则层和指标层。目标层建立在环境纳污、资源供给和人类支持三大系统上,通过相关系数法、离散系数法和指标可操作性原则将37个指标筛选为27个指标,采用逐层“纵横向”拉开档次法确定指标权重。在综合评价方面,先对中部六省2013年生态文明建设现状进行描述性统计分析,可知,山西大气污染严重,水、植被资源供给匮乏;江西、湖南水污染严重;河南大气污染严重。运用逐层“纵横向”拉开档次法及进步指数对中部六省2004-2013年生态文明建设整体态势进行评价,得出湖北省发展最好,但其资源供给匮乏,农业污染严重;湖北、江西次之,且水污染严重,农药施用量过大;安徽、河南则需要大力发展第三产业;山西省排名最后,污染治理仍是艰巨任务。采用回归分析法,对中部六省中各省完好实现生态文明建设的时间进行预测。湖南省最早到2028年实现,山西省最晚,到2034年才能实现。此外,运用逐层模糊综合评价法对各省2013年生态文明建设情况进行比较分析,得知在环境纳污系统方面,湖北、安徽和山西三省大气污染比较严重,湖南和山西的水污染亟需治理,各省尤其是安徽和河南的土壤污染问题比较严重;在资源供给系统方面,安徽和山西的资源供给缺失,除湖南外其他五省的植被资源供给均有不同程度的短缺,湖南和安徽的土地资源和矿产资源供给方面仍需改善;在人类支持系统方面,河南和山西需要大力发展第三产业。根据以上分析并结合各省实情,就加快各省生态文明建设发展,提出相应的政策建议。其主要从环境污染如何治理、自然资源如何合理利用、大力发展低碳经济和循环经济、转变产业结构发展第三产业、加强宣传教育和强化体制建设等方面提出。
[Abstract]:Ecological civilization is the original, after the agricultural and industrial civilization appears to protect the environment, the harmonious development of civilization, is a human, natural, social harmony, all-round development, a virtuous cycle for the purpose, in order to protect the ecological environment as the basis, take the sustainable development as the focus of civilization. How the construction of ecological civilization, is directly related to governance China's environmental pollution, realize resource utilization and improve the eco system. Therefore, the construction of ecological civilization eighteen generals party into five in one overall layout, to become part of an important group of beautiful Chinese. Mentioned in this paper refers to the six central provinces Anhui, Jiangxi, Shanxi, Hubei, Hunan and Henan, as China's important industrial and commodity grain production base, a vast territory, huge internal differences, contradiction between supply and demand of resources. In the rising at the same time, facing the economic development and ecological protection Support the double pressure. Therefore, the establishment of practical construction of ecological civilization in six provinces of indicators and is particularly important. Based on the scientific connotation of tracking measure comprehensive understanding of ecological civilization, deeply analyze the theoretical basis of ecological civilization construction case, constructed for the six central provinces of ecological civilization construction index system, including the target layer, target layer, criterion layer and index layer. The target layer based on environmental pollution, human resource supply and support three systems, through the correlation coefficient method, discrete coefficient method and index operationalprinciple 37 index screening index for 27, the layer of "vertical and horizontal" method to determine the index weight. In a comprehensive evaluation, first on the current situation of the construction of ecological civilization in 2013 six central provinces for descriptive statistical analysis shows that the Shanxi air pollution, water resources, vegetation supply shortage; Jiang West Hunan, serious water pollution; air pollution in Henan is serious. The use of layer "vertical and horizontal" method and the progress index on the overall situation of ecological civilization construction in the six central provinces 2004-2013 years of evaluation, that the development of Hubei Province, but its resources supply shortage, agricultural pollution is serious; Hubei, Jiangxi, and the water pollution serious, large amount of pesticides; Anhui, Henan needs to develop the third industry; Shanxi province ranked last, pollution control is still arduous. By regression analysis, the six provinces in central province in the implementation of the construction of ecological civilization good time forecast in Hunan Province in early 2028, Shanxi province late to be achieved by 2034. In addition, the use of layer fuzzy comprehensive evaluation method to compare and analyze the situation of the construction of ecological civilization in the provinces in 2013, that the environment pollution system, Hubei, Anhui and Shanxi provinces of the atmosphere Serious pollution, water pollution control in Hunan and Shanxi to the provinces, especially the problem of soil pollution in Anhui and Henan is more serious; in the resource supply system, resource supply deficiencies of Anhui and Shanxi, in addition to the vegetation resource supply has the other five Hunan province shortage in different degree, land resources and mineral resources supply in Hunan and Anhui still need to be improved; in human support system, Henan and Shanxi to promote the development of the third industry. Based on the above analysis and combined with the truth, will accelerate the development of ecological civilization construction in the provinces, put forward the corresponding policy suggestions. It mainly from the environmental pollution to governance, and how to make rational use of natural resources, vigorously develop low carbon economy circular economy and industrial structure, the development of the third industry, put forward to strengthen publicity and education and strengthening the system construction.
