【摘要】:环境是人们生存、生活的基本前提条件,但是,伴随着科技的发展,人民生活水平的不断提高,我们赖以生存的环境也受到了威胁.频繁发生的雾霾天气已经非常严重的影响到了人们的工作、学习和身体健康.近几年由雾霾导致的疾病发生状况不断呈上升趋势,雾霾作为“健康杀手”已成为人类急需解决的问题和不能不面对的挑战.针对此种情况,如何采取有效措施加强雾霾治理是当前面临的重要问题.首先,本文运用多元统计分析中的主成分分析法,就影响雾霾生成的几个主要因素进行分析,为政府治理雾霾的具体方针政策提供更加具体的参考;其次,运用演化博弈理论对雾霾现象进行了分析,通过建立博弈模型,针对无政府监管和政府监管两种情形,对参与人的行为进行了演化博弈理论的解释,说明政府介入参与治理雾霾的必要性,并且得出政府与参与人群体博弈的演化稳定策略(ESS);最后,通过对模型中参数的分析,提出了具体的建议,为政府制定治理雾霾的政策提出决策参考.
[Abstract]:Environment is the basic prerequisite for people to survive and live. However, with the development of science and technology, the people's living standards are constantly improving. The environment on which we live is also threatened. The frequent occurrence of haze weather has seriously affected people's work. Learning and physical health. In recent years, the incidence of diseases caused by haze has been on the rise. As a "health killer", haze has become an urgent problem and a challenge to human beings. How to take effective measures to strengthen smog control is an important problem. Firstly, this paper uses the principal component analysis in multivariate statistical analysis to analyze the main factors that affect the haze generation. To provide a more specific reference for the government to govern the specific principles and policies of haze; Secondly, using evolutionary game theory to analyze the haze phenomenon, through the establishment of a game model, for the anarchic supervision and government supervision, the behavior of the participants is explained by evolutionary game theory. The necessity of government intervention in governing haze is explained, and the evolutionary stabilization strategy of game between government and participant group is obtained. Finally, through the analysis of the parameters in the model, some specific suggestions are put forward, which can be used as a decision reference for the government to formulate policies for controlling smog.
